Job Description

The Public Service Commission is inviting applications to fill the vacant post of Chief Director and Director in the Ministry of Information Communication, Postal and Courier Services as detailed below:

Job Title: Chief Director, Infrastructure And ICT Applications Development And Management

Reports To: Permanent Secretary

Ministry: Information Communication Technology Postal & Courier Services

Station: Head Office

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

1. Preside over the formulation of co-ordinated national ICT infrastructure and services development policies.
2. Superintend over the development of objectives, strategies and budget for ICT infrastructure development
3. Champion, promote and coordinate national ICT research and development of cost effective software, hardware and supportive and enabling infrastructure.
4. Oversee the creation of conducive environment for investment in the areas of ICTs through public private partnerships.
5. Co-ordinate activities that foster research and innovation and; the development of new and growth of existing ICT businesses.
6. Promote support the development and manufacture of genuine Zimbabwean ICT products and services.
7. Lead Zimbabwe's International ICT cooperation efforts and ICT industry knowledge and methods efforts to access regional and global ICT markets.
8. Facilitate public and private sectors business entities in the creation of robust resilient enabling, and cost effective communications infrastructure.
9. Oversee the creation and enforcement of world class quality of service standards by all ICT service providers.
10. Lead all national efforts to create °smart cities" and environments.
11. Champion and promote ICT literacy and utilization in the Country in order to enhance regional and Interna¬tional competitiveness as a nation.
12. Evaluate the impact of ICT, telecommunications, postal and Courier Services across all sectors of the economy.
13. Spearhead the development of appropriate legal regulatory frameworks that facilitate the promotion of ICT.

Qualifications and Experience

Qualifications, Experience And Attributes

• A degree in any of the following areas:
 Computer Engineering;
 Network Engineering;
 Computer Science;
 Business Management and Information Technology or
 Information Systems.
• A relevant higher degree would be an added advantage.
• A minimum of two (2) year experience at Director level or equivalent grade.
• Creative and proactive character.
• Demonstrate understanding of ICTs in the context of National Economic Development Policies.
• Good working knowledge of Information Governance and risk
• Strong analytical skills.
• Good networking skills and ability to engage relevant stakeholders across the social divide.
• Good oral and written communication skills.
• Professionalism.
• Self driven and able to work under pressure.
