Job Description

In the context of the WHO Health Emergencies Incident Management System (IMS), at the Zimbabwe WCO, the incumbent will provide technical support to the incident management teams, Ministry of Health and Child Care (MOHCC) and other partners in strengthening case management and response activities, monitoring implementation of care and needs for management of affected populations, throughout the full cycle of the COVID-19 and other public health emergencies as they occur at national and subnational levels.

1.2. Background: Zimbabwe has been responding to the COVID-19 pandemic since the first case was reported in March 2020. This is being done through ten public health pillars of the response. WHO supports the country response through all the pillars and works closely with the Ministry of Health and Child Care and partners across civil society, bilateral partners, donors, private sector and the UN agencies. The Case Management Officer will provide key technical leadership in the areas of case management and provision of essential health services within the context of the WCO incident management system and as an integral part of the national COVID-19 response mechanism.

Duties and Responsibilities

Support the IMS team and all partners with issues related to case management and provision of essential health services, including setting up or adapting case management tools, interventions, and approaches.

b. Monitor the implementation of the systems and procedures for emergency triage at healthcare facilities.

c. Support provision of training to healthcare workers, hospital management, auxiliaries, and community health workers.

d. Support the national and local health authorities to develop and communicate messages with medical and health communities on clinical features and effective behaviors.

e. Liaise with the logistics team in the specification and quantity estimations of case management supplies, medications, and PPE etc.

f. Coordinate with case management focal persons at AFRO and WHE Hub and other clinical partners to document clinical features and case management of patients, identify gaps and recommend corrective actions.

g. Participate in case management meetings with MoHCC and clinical partners and Emergency Medica Teams where necessary.

h. Ensure close coordination between clinical management, IPC, surveillance, laboratory, and RCCE;

i. Compile and analyze incoming field information on treatment, health facilities, and health workers, ensure that updates are provided on a regular and timely basis to all levels of the response;

j. Provide technical support to strengthening of isolation facilities (including those at community level) based on standard guidelines and principles for infection prevention and control, as and when required;

k. Perform any other incident-specific related duties, as required by the functional supervisor.

Qualifications and Experience

Education:

a. Medical or advanced nursing degree

b. Advanced university degree in Public Health, medicine or nursing.

c. Additional professional training/specialization in health systems, hospital management, training & education, and/or other related area.

5.3. Experience:

a. At least five years' practical experience, at national and international levels, in development, advocacy, planning, implementation of case management and clinical care activities/infectious diseases in outbreak, disaster or humanitarian emergency

b. Relevant work experience in outbreaks and/health emergency management and related strategy development with WHO and/or UN agencies and health cluster partners

5.4. Skills and competencies:

a. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts.

b. Proven ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

c. Knowledge of Microsoft Office software applications.
