Terms of Reference

Needs Assessment, Training and business Development Support for Women



These Terms of Reference (1) provide background information on the Spotlight Initiative Women Economic Empowerment component, (2) outline the framework for the assignment, (3) describe the specific inputs and outputs required from the consultant and (4) list the terms and condition of the assignment.

BACKGROUND

The Spotlight Initiative (SI) is a global partnership to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the United Nations (UN) Secretary-General and the European Union (EU) High Representative and Vice President (HRVP). The SI places the achievement of gender equality at the centre of all efforts with the aim of providing an enabling environment for the implementation of all goals. Zimbabwe is one of 8 African countries selected to implement the Spotlight Initiative in collaboration with the Government of Zimbabwe, Civil Society, and other key stakeholders.

The overall vision of the Spotlight Initiative in Zimbabwe is that women and girls realize their full potential in a violence-free, gender-responsive and inclusive Zimbabwe. The initiative will directly contribute to Zimbabwe’s achievement of two of the country’s prioritized Sustainable Development Goals (SDGs): SDG 3 and SDG 5. The programme will contribute to the elimination of Sexual and Gender-Based Violence (SGBV) and Harmful Practices (HP) through the creation of a broad partnership with civil society, Government, private sector, media, among others.

Duties and Responsibilities



The Spotlight Initiative is jointly implemented by six UN agencies namely, UNWOMEN, UNFPA, UNDP, ILO, UNESCO and UNICEF, coordinated by the RCO and is structured around the following six outcomes:
Legislative and Policy frameworks;
Institutional strengthening;
Prevention and Social Norms;
Delivery of quality Essential Services; Data Availability and Capacities;
Supporting the Women’s Movement.


The Women Economic Empowerment (WEE) Component
The ILO in partnership with UNDP and the Ministry of Women Affairs, Community, Small and Medium Enterprises Development (MoWACSMED) will be implementing a component on WEE. Evidence from global studies have proven that poverty is a recognised driver of gender-based discrimination and violence that has led to an increase in the feminization of poverty in both rural and urban areas. Therefore, the WEE component will be targeting the following groups of women:
Survivors of GBV;
Women living with HIV;
Women with Disabilities;
Women living in extreme poverty.

OBJECTIVE OF THE ASSIGNMENT

The general objective of this Assignment is to secure an Implementation Partner to build the capacity of the targeted 600 women in the selected districts to do the following:
Facilitate for the women beneficiaries to develop business ideas in their respective communities using the ILO’s Generate Your Business Idea (GYBI) Tool;
Identify skills needs and facilitate for targeted skills development training of the women with a reputable vocational training centre;
Provide entrepreneurship training to the women using the ILO’s Start & Improve Your Business (SIYB) Tool; Facilitate and support for the women to develop Bankable Business Proposals; Identify relevant market and financial linkages for the women.

Ultimately, the women should run their businesses as viable and sustainable business ventures and to improve their entrepreneurial competency and financial literacy levels.

SCOPE OF WORK

The Implementing Partner is expected to deliver an integrated package of capacity building services as outlined above, to at least 600 women beneficiaries per district, in the district. In undertaking this assignment, the Implementing Partner will work in close collaboration with the ILO, the Ministry of Women Affairs, Community, Small and Medium Enterprises (MWACSMED), relevant District Councils and identified partners for skills development of the same target group, and other partners involved with the target group.

Section 3.1 Specific Tasks
Support the ILO and the MWACSMED in the identification and selection of the specific targeted women as per criteria outlined above, and subsequently conduct a target group profiling exercise with the view to develop a baseline database;
Conduct an assessment of the target group with the view to identify training needs in the areas of: specific skills and knowledge gap;
The ILO will directly fund any specific skills training required, but the IP will coordinate the process; entrepreneurial competency;
basic business management (including financial literary);
Based on the identified training needs, develop and/or adapt relevant training materials to suit the situation of the target group;
We will be using the ILO GSYB Tools and the ILO will provide copies of these;
An ILO funded Training of Trainers will be conducted at project inception on the GSYB to guide the implementation process;
Conduct phased entrepreneurship and business management training for the targeted beneficiaries;
The Implementing Partner (IP) is expected to cascade the SIYB training in phased session targeting 600 women in the respective districts;
The training should be phased and packaged in manageable bytes for ease of understanding by the beneficiaries;
Community venue and local service providers should be used for this process;
Conduct follow up business development support, and mentorship to beneficiaries;
Following training the IP is expected to conduct regular monitoring visits to the beneficiaries for support and mentorship;
Arrange for follow up training or one-on-one sessions where needed;
Identify and recommend outstanding performers for further support;
There is a small fund for further support to beneficiaries who perform exceptionally well;
Develop monitoring tools and undertake relevant monitoring intervention


EXPECTED DELIVERABLES

An intervention Guide defining the proposed implementation process with a detailed work plan, time frames and lead Consultants to undertake the interventions;
A general profile and baseline data (presented in excel sheet format) of the identified beneficiaries;
A training needs assessment report identifying the skills and knowledge gaps of the targeted beneficiaries;
A detailed training timetable and training materials adapted to the needs and situation of the target group; Midterm report outlining progress on implementation ;
Draft stories of change with photos and short videos of target group in various stages of the implementation process;
Duly filled monitoring and evaluation tools and a brief monitoring report outlining the immediate impact of the training interventions;
Final report outlining the implementation process, the number of women entrepreneurs trained with documented lessons and good practice resulting from the intervention implementations process.

ASSIGNMENT DURATION, MANAGEMENT, LEVEL OF EFFORT AND REMUNERATION

The assignment shall commence by 15 March 2020 and shall conclude no later than 31 December 2021, after which this contract will expire. An all-inclusive lumpsum consultancy fee shall be paid to the Implementing Partner as follows:

First Instalment of 30% upon submission of the intervention guide with the structure of the team of experts who will be working on the assignment and their roles and of a detailed workplan indicating the time frame for the planned activities; upon submission of the training needs Assessment and the profile, and list of the targeted participants;

Second Instalment of 30% upon submission of the training materials and detailed training timetables for the entrepreneurship and women’s personal agency and men and community leaders’ awareness meeting.

Third Instalment of 30% upon submission of midterm training report describing process of implementation with photos and short videos of target group in various stages of training

Last Instalment of 10% upon submission of the final consultancy report outlining the implementation process, the number of women trained and detailing the lessons and good practice from the intervention implementations process


Qualifications and Experience

REQUIRED CRITERIA, QUALIFICATION AND EXPERIENCE

The relevant consulting Institution must have the following qualifications and experience: -

Physical presence of the Implementing Partner in the district (Harare);
Knowledge of and experience in entrepreneurship development;
Certified Trainer in the ILO GYBI and SIYB Training Package will be an added advantage;
Knowledge and understanding of the Zimbabwe rural set up and SME sector;
Documented experience in undertaking similar training interventions;
Please note that a separate proposal should be submitted for each district in the event that one organisation wants to apply in both districts

CONTRACT ADMINISTRATION

The selected Implementing Partner will work in close collaboration with the ILO and the MWACSMED, but will ultimately report to the ILO.
