JOB SUMMARY
1. Background
Zimbabwe Technical Assistance, Training & Education Center for Health (Zim-TTECH) is a locally registered health trust established by experienced and passionate public health professionals who have a demonstrated track record in improving clinical services and revitalizing health systems. Zim-TTECH was established out of the University of Washington’s International Training and Education Center for Health (I-TECH) which has been working in Zimbabwe since 2003. Throughout the years, I-TECH contributed significantly to the Zimbabwe national response to the HIV epidemic and progress toward achieving HIV epidemic control. Zim-TTECH has formed partnerships with local organizations serving as a managing partner in HIV Care and Treatment (ZimPAAC) and VMMC (ZAZIC) programs.

2. Context of Consultancy
Zim – TTECH desires to have a strategic plan in line with its vision of universal access to safe, client-centred and high-quality healthcare for all. It is against this background that Zim – TTECH would like to request for expressions of interest for the services of consultant(s) who should be able to facilitate development of a strategic plan that will inform our strategic focus, depth, and breadth within our thematic areas and within the determined timeframe.

Duties and Responsibilities

3. Objectives of the Consultancy
The overall objective of this consultancy is of facilitating the development of a five-year strategic plan to support Zim - TTECH to fulfil its mandate.
4. Scope of Work
The Scope of Work for the consultant shall include the following: -
a. Facilitate engagement process of Zim–TTECH staff members and orient on strategic planning process, its purpose and role.
b. Facilitate the participatory process for Zim–TTECH identified stakeholders to review Zim – TTECH’s vision, mission, principles, goals and establish desirable changes, if any.
c. Undertake a needs assessment of the organization including a situational analysis to identify constraints and opportunities for growth and development.
d. Facilitate a consultative process and apply appropriate tools for analysis to identify focus areas and develop strategic objectives and key result areas for the same.
e. Facilitate the construction of a theory of action for strategic plan and development of a logical framework for the strategic plan.
f. Develop a plan that includes a clear strategy or roadmap to achieve the organization’s strategic objectives and key results.
g. Facilitate development of a results, implementation, and resource framework for the strategic plan period.
h. Share drafts on all components of the Strategic Plan with the Zim-TTECH executive for feedback along the development process.
i. Facilitate an all-stakeholder’s consultative meeting to finalise and validate the Zim – TTECH strategic plan for 2022-2027.

5. Key Deliverables
The following shall make up the deliverables for the consultancy work: -
a. An inception report on the assignment, including an activity schedule and methodology on how the tasks would be achieved.
b. Submitting the first draft of the Zim – TTECH strategic plan for 2022-2027 following the stakeholders’ consultative meetings and validation.
c. Set out Objectives, Strategies, M&E and Implementation framework
d. A complete final version of a 5-year strategic plan document submitted to Zim – TTECH.
e. Producing a report documenting all the processes undertaken including all consultations and workshops done.
f. Submission of a completion report

6. Time, Scope and Budgets Breakdown
The assignment is expected to be completed in 60 days from the date of engagement. The proposal should show time breakdown per activity and resources to be invested per line item.
For the adjudication, attention for scoring shall be guided by the following: -

Qualifications and Experience

7. Required Qualifications and Expected Attributes
Lead consultant should have the following: -
a. Minimum of an advanced degree in Public Health, Business Administration, or related field.
b. Minimum of 10 years’ experience in conducting strategic planning processes, facilitating development of achievable strategic plans.
c. Ability to steer high-level meetings while providing strategic guidance. Must have excellent communication and relationship building skills.
d. Appreciation of the health sector and working knowledge with MoHCC, community and locally based organisations.
e. Conversant in tools like Balanced Scorecard is a desirable advantage.
f. Be willing to harness technology for interviews for example ZOOM, TEAMS and have all interviews recorded and saved for reference.

a. Profile of the agency or curriculum vitae of the lead consultant highlighting relevant qualification experience including full name(s), physical addresses, telephone numbers (maximum 5 pages).
b. A proposal in pdf with the following aspects: -
a. Methodology and approaches with clear strategies for resource optimisation.
b. A schedule of activities (work plan with clear timelines).
c. Team composition and where applicable, with clearly spelt roles and responsibilities (maximum 10 pages).
d. Samples of previously done similar work.
c. Proposed budget for the work indicated with clear breakdown per category and activity in pdf
d. Professional referees for similar work with complete contact details
e. Legal registration and compliance documents e.g., valid ITF 263 Tax Certificate.
f. The submissions should be made through consult@zimttech.org or 3 copies of hard copy submissions to 10 Natal Road, Belgravia, Harare by 1700hrs on the 14th of February 2022.

Based on the criteria set above in sections 6, 7 & 8 Zim – TTECH decision shall be final.
