Job Description

Organizational Background
International Medical Corps is a global, humanitarian, non-governmental organization dedicated to saving
lives and relieving suffering through health and emergency relief programming. During the 2008–09 cholera epidemic, its work in Zimbabwe included health, water, and sanitation interventions for the affected populations. International Medical Corps has delivered quality water, sanitation, and hygiene services to crisis-affected populations in poor and crisis-affected rural communities. The interventions aim to improve access to clean drinking water and reduce the spread of waterborne disease.
Call for Consultants
International Medical Corps is inviting applicants from qualified and experienced consultants or firms to
undertake summative evaluation for an Emergency WASH project in Masvingo Province.The goal of this
intervention is: To mitigate the effects of El Niño-induced poor access to safe water, inadequate sanitation, and poor hygiene practices in Masvingo Province.
The project improved access to safe and reliable water services through the drilling of new groundwater
sources, solarization of both new and existing water points, and rehabilitation of communal water infrastructure. It strengthened the sustainability of these services by building local capacity at multiple levels, including the training of community structures, technical personnel, and government committees
in community-based management and risk-informed WASH practices.
The initiative enhanced community ownership and long-term functionality of water systems by equipping
water point committees, pump minders, and caretakers with operation and maintenance skills for both
manual and solarized systems. It also promoted weather-resilient and environmentally sustainable
approaches to water and sanitation management through targeted training of district- and ward-level
stakeholders.
In addition, the project supported improved hygiene and public health outcomes by training frontline staff
and community facilitators in participatory health and hygiene education approaches, and by establishing
and revitalizing community health clubs to drive behavior change. Advocacy and awareness efforts were
reinforced through the commemoration of key WASH events, contributing to increased community
engagement and social accountability.
Thus, International Medical Corps seek to conduct a summative evaluation and comprehensively analyze
the project's achievements, challenges, and overall performance. It will assess how well the project
objectives were met, the extent to which the targeted beneficiaries have benefited from the interventions
and the sustainability of the project's outcomes. Furthermore, the evaluation will assess the project's
relevance, efficiency, coordination, and management, highlighting the strengths and weaknesses of the
implementation approach
Evaluation Purpose
This evaluation aims to assess the effectiveness, impact, and sustainability of the Water, Sanitation, and
Hygiene (WASH) project implemented by International Medical Corps. Additionally, it seeks to identify

lessons learned throughout the project implementation process and provide recommendations for future
interventions. The specific objectives of the evaluation are as follows:

1. To assess the relevance of the project design, the appropriateness of the selected strategies and
interventions, and the effectiveness of the approaches used to address WASH issues.
2. To assess the overall achievement in delivering the project’s results and explore the project's
positive and negative impacts, considering both intended and unintended consequences.
3. To document lessons learned throughout the project implementation and highlight successful
strategies, innovative approaches, and best practices that can be replicated or scaled up in future
interventions, identify challenges and obstacles encountered during the implementation and
provide recommendations to address them effectively.

Assessment Location
The evaluation will be undertaken in Masvingo Province (Bikita, Gutu, Mwenezi, Chivi and Masvingo
Rural District) where the current emergency WASH project is being implemented.

Duties and Responsibilities

Roles and Responsibilities
The Consultant: The major role of the consultant is to coordinate the evaluation team members as they
conduct the work across the five target districts. The Consultant will be responsible for:
• Gathering of all the secondary program documents necessary for desk reviews of the evaluation
team (i.e. program design documents, TOC, Baseline report, monthly, semi- annual and annual program reports, activity reports, monitoring and support supervision reports, RDQA reports,
databases for rehabilitated and solarised waterpoints, M/E plan, and ITTs).
• Proposing the most relevant and reliable methodology and design of the evaluation.
• This position will design data collection tools/questionnaires and translate tools into the local
language for standardization and to ensure that all evaluation team members administer tools
in the same way at different settings.
• Lead tool training for enumerators.
• Supervise the collection of data.
• Analyze data and present preliminary findings to International Medical Corps and relevant
stakeholders.
• Compile and submit quality and comprehensive assessment reports, including a detailed Preliminary Report for review by IMC and a final assessment report incorporating applicable feedback.
• Identify relevant sector actors and their gaps and possible future intervention in each district
(who, where, what, and when).
• Submit the datasets

Qualifications and Experience

Global Positioning System (GPS) coordinates for all study sites (including all waterpoints visited and households interviewed.

Required Expertise
The expert or consultancy firm must have at minimum a Master's degree in one of the following Public
Health (MPH), Environmental Health / Environmental Engineering, Water Resources Management, Development Studies / International Development or Monitoring and Evaluation / Applied Social Sciences
or related discipline. The lead consultant should have a minimum 7–10 years’ experience in development project evaluation working with NGOs, INGOs and/ UN system. Have proven experience as
a lead consultant for summative/final and experience in qualitative and quantitative data collection and analysis.

The consultant should have:
o Education at a Master’s degree level is mandatory; PhD is an advantage.
o Proven experience in conducting evaluations in the WASH sector. Substantial hands-on WASH experience (minimum 5–7 years), covering, Water supply systems (boreholes, piped schemes,
water treatment, Sanitation (CLTS, institutional sanitation, and Hygiene behavior change (HBC)
o Experience using mixed methods in data collection.
o Strong command of English and knowledge of local languages (i.e., Shona).
o Experience in the use of mobile data collection and mapping of GPS Coordinates.
o Commitment to and understanding internationally recognized child protection values and principles, and a commitment to abide by the International Medical Corps Prevention of Sexual Exploitation and Abuse policy.

How to Apply

Timeframe:
The evaluator is expected to execute the assignment within 35 days, including the submission of the
final evaluation report.
Application Requirements
All expressions of interest should include:
• A technical proposal (maximum of 10 pages), highlighting the scope of work, experience, and
qualifications, as well as a brief explanation on understanding the Terms of Reference. An analysis
framework and evaluation plan should also accompany this.
•Financial proposal in US dollars (US$): the financial proposal should provide cost estimates for services
rendered.
• Proof of previous work done, in the form of hard copies of at least three (3) reports produced
for previous work done from maximum the last 7 years.
• The consultant should be prepared to make a presentation to International Medical Corps and
stakeholders on how they propose to carry out the assessment. The expert is to attach CVs of all
team members that will participate in the assessment.
