Job Description

A Local NGO is looking for a consultancy to develop a paper on :
ESG REPORTING IN THE MINING SECTOR IN ZIMBABWE
Harare, 19 March 2025
Background
In alignment with the regulatory framework governing listed entities in Zimbabwe, the Public Accountants and Auditors Board (PAAB), the Zimbabwe Stock Exchange (ZSE), and the Victoria Falls Stock Exchange (VFEX) have mandated the submission of sustainability reports for financial years commencing on or after January 1, 2024. This requirement follows
Statutory Instrument 134 of 2019 and related practice notes.
The sustainability reports should promote transparency, accountability, and effective
communication of sustainability-related information to stakeholders, particularly in the mining sector, which has significant environmental and social impacts. While the adoption of IFRS Sustainability Disclosure Standards is advised, it is not mandatory at this stage. The PAAB is developing an implementation roadmap, and further guidance will be provided.

Duties and Responsibilities

Objective
To engage a consultant to develop a comprehensive paper evaluating the practicality of
mandatory sustainability reporting specifically for mining companies listed in Zimbabwe,
including the associated advantages and disadvantages.
Scope of Work
1.
Develop a 8 paged paper
Review existing literature and case studies on ESG reporting in the mining sector,
focusing on local and international best practices.
Analyze the implications of the regulatory framework on mining companies.
2.Assessment of Practicality
Evaluate the capacity of mining companies to comply with the new reporting
requirements.
Identify potential challenges and barriers to implementation, such as resource constraints
and operational complexities.
3.Pros and Cons Analysis
Identify and discuss the benefits of mandatory sustainability reporting for stakeholders in the mining sector, including investors, regulators, local communities, and the environment.
Assess the drawbacks, such as costs, resource requirements, and potential impacts on smaller mining entities.
4.Assessment of Practicality
Evaluate the capacity of mining companies to comply with the new reporting
requirements. Identify potential challenges and barriers to implementation, such as resource constraints and operational complexities.
5. Recommendations
Provide actionable recommendations for mining companies to facilitate compliance with the sustainability reporting requirements.

Suggest measures for regulatory authorities to support effective implementation within
the mining sector.

Deliverables
1.Draft Paper
A draft a 8-paged paper outlining findings, analysis, and recommendations specific to the mining sector.
Presentation of the draft to stakeholders for feedback.
2. Final Paper
A polished final version incorporating stakeholder feedback.
Executive summary highlighting key findings and recommendations.

Qualifications and Experience

Qualifications
The consultant should have:
Expertise in sustainability reporting, ESG frameworks, and regulatory compliance,
particularly in the mining sector.
Experience in conducting stakeholder consultations and producing comprehensive
reports.
A strong understanding of the Zimbabwean regulatory environment and the unique
challenges faced by mining companies.
Budget
A detailed budget proposal should be included, outlining the consultancy fees, estimated
hours, and any additional expenses.
