Background
Participatory Ecological Land Use Management (PELUM) Zimbabwe is a Programme of the Zimbabwe Institute of Permaculture. It is designed as a national network of civil society organisations committed to advancing agroecology and sustainable land-use practices as pathways to improved livelihoods, food and nutrition security, climate resilience, and environmental sustainability. PELUM Zimbabwe works with diverse partners, including smallholder farmers, community-based organisations, and policy actors, to strengthen farmer-led agroecological systems and influence enabling policies at local, national, and regional levels.
A key flagship initiative under PELUM Zimbabwe’s programming is the Zimbabwe Seed Sovereignty Programme (ZSSP). The programme promotes farmers’ rights to save, use, exchange, and sell farmer-managed seed systems as a foundation for resilient, diverse, and climate-adaptive food systems. Through the ZSSP, PELUM Zimbabwe supports seed banks, participatory plant breeding, indigenous seed multiplication, knowledge exchange, and advocacy for seed policies that recognise and protect farmer-managed seed systems. The programme also places strong emphasis on women and youth as custodians of indigenous seed knowledge, biodiversity conservation, and agroecological innovation.
As the Zimbabwe Seed Sovereignty Programme continues to grow and expand its reach, the need for strong, sustainable, and well-resourced partner organisations has become increasingly important. Many partner organisations play a critical role in implementing seed sovereignty activities at community level, engaging in policy advocacy, and documenting evidence of impact. However, challenges related to limited fundraising capacity, donor dependency, and weak long-term sustainability strategies threaten the continuity and scaling of this work.
In response, PELUM Zimbabwe seeks to engage a qualified consultant to design, facilitate, and provide follow-up support for Fundraising Capacity Building and Organisational Sustainability initiatives for its partner organisations. The consultancy will aim to strengthen partners’ ability to mobilise diversified resources, develop robust fundraising strategies aligned with agroecology and seed sovereignty priorities, and enhance institutional sustainability beyond project-based funding. This support will ensure that partners implementing the Zimbabwe Seed Sovereignty Programme are better positioned to sustain community seed systems, policy engagement, and agroecological transformation efforts in the long term.
Purpose of the Consultancy
The purpose of this consultancy is to strengthen partners’ fundraising capacity and organisational sustainability through structured training workshops and tailored follow-up support, enabling partners to develop realistic fundraising strategies, diversify funding sources, and improve institutional resilience.
Scope of Work
The consultant will be responsible for:
A. Fundraising & Sustainability Workshop
• Designing a practical, context-appropriate fundraising and organisational sustainability training programme for at least fifteen Civil Society Organisations.
• Preparing training materials, tools, and facilitation guides.
• Facilitating one (1) participatory fundraising and sustainability workshop for PELUM Zimbabwe partner organisations.
• Supporting partners to develop or strengthen:
o Fundraising and resource mobilisation strategies (70%)
o Donor mapping and engagement plans (20%)
o Organisational sustainability frameworks (10%)
B. Follow-Up One-on-One Support (online)
• Conducting a cumulative 48 hours of follow-up consultancy support with each of the 15 partner organisations following the training workshops.
• Providing tailored, one-on-one support to:
o Review each organisation’s fundraising and sustainability strategies
o Refine and strengthen strategies based on organisational context
o Address gaps and implementation challenges
• Facilitating practical problem-solving and coaching sessions to support implementation readiness.
• Producing a consolidated summary report capturing key issues, progress, and recommendations from all follow-up engagements.
Expected Deliverables
• Fundraising and organisational sustainability workshop programme and materials.
• One fully facilitated fundraising and sustainability workshops.
• Practical tools and templates for partner organisations.
• One consolidated workshop report.
• One consolidated follow-up support summary report, capturing:
o Key organisational challenges
o Strengthened organisational strategies
o Common trends and recommendations
o Suggested next steps for PELUM Zimbabwe and partners
• Finalised fundraising strategies for all 15 partner organisations
Required Qualifications and Experience
The ideal consultant should have:
• A postgraduate qualification in Development Studies, Business Management, Organisational Development, Resource Mobilisation, or a related field.
• Proven experience in fundraising, resource mobilisation, and organisational sustainability within NGOs or civil society organisations.
• Demonstrated experience designing and facilitating capacity-building workshops.
• Strong coaching, facilitation, and report-writing skills.
• Experience providing one-on-one organisational support is an added advantage.
• Experience of proposal and report writing for major international donors, including the
development of results frameworks and/or logical frameworks
• Strong knowledge and understanding of the current and future Zimbabwean, regional and international donor funding landscape.
Reporting
The consultant will report to the PELUM Zimbabwe Programmes Coordinator and work closely with designated focal persons during preparation, implementation, and follow-up.
