Call for Consultancy - Development of a Multi-Sectoral Food and Nutrition Security Strategy

The Food and Nutrition Council is seeking to hire a qualified Food and Nutrition Strategy Consultancy for the development of the National Food and Nutrition Security Strategy. The overall objective of this consultancy is to lead and facilitate the national multi-stakeholder and multi-sector process towards development of a National Food and Nutrition Strategy for Zimbabwe, building on the experiences, momentum, and lessons from the implementation of the National Nutrition Strategy (2014-2018) and other FNS frameworks

Consultancy Overview
The development of the FNS Strategy will be in six main phases; (1) Inception (2) Consultation - Appraisal of current/previous food and nutrition security interventions (3) Formulation of National Food and Nutrition Strategy (4) Cost Estimate and Financing Plan of the National Food and Nutrition Strategy and M&E Framework (5) Revision of draft documents and consolidation of NFNS products and (6) Finalisation; Debriefing, Launch and Dissemination

Duties and Responsibilities

Primary Responsibilities
I. Develop a conceptual framework of analysis of issues and the proposed approach towards strategy development (inclusive of data collection tools, process management and risk mitigation measures).
Li. Provide technical and process updates to Food and Nutrition Security Strategy development oversight structures.
iii. Undertake the necessary literature review, to better strengthen the process.
iv. Develop an evidenced based food and nutrition evolution to inform future programming
V. Develop and coordinate the bottom-up approach towards strategy development
Vi. Lead the drafting of the Costed National Food and Nutrition Strategy with the steering committee, under supervision of the Food and Nutrition Management Team led by FNC.
vii.Lead the facilitation of a national workshop to develop the monitoring, evaluation and learning (MEAL) System for the NFNS with core indicators, baselines, and annual targets as well as institutional responsibilities for reporting on the progress made on the indicators.
viii.Lead the development of an advocacy and communication plan for the National Food and Nutrition Strategy including dissemination materials, policy brief, infographics and extraction of key messages.
Ix. Lead the finalization and commissioning of the strategy
Reporting Structure
# The Consultancy will be placed at the Food and Nutrition Council under the management and supervision of the Director for FNC with technical support from the Food and Nutrition Management Team
# The daily technical work of the consultancy will be supervised and supported by the Steering Committee comprising of technical officers from Government, key development partners including representatives from Scaling Up Nutrition (SUN) networks.

Qualifications and Experience

Qualifications/specialized knowledge/experience Required to complete the task (Lead Consultant):

# Masters level degree in agriculture, public health/ nutrition, economics social development or international development with extensive experience public health as a plus.
# A minimum of ten (10) years hands on experience working in development work at national and international levels.
# Experience in participatory methodologies and processes for
policy framework and strategy development is required.
# Excellent facilitation skills, and experience in working with governments, donors and civil society.
# Excellent group leadership, coordination and work management skills

# Demonstrated strong analytical, research, evaluation and writing skills.
# Effective communication, documentation and presentation skills

Additional Requirements for the Consultancy (Team)

# Must be professional/s with strong and proven experience in reviewing, developing food and nutrition strategic documents
# The team leader must hold at least 15 years of experience and any key consultants or technical specialists must be holders of at least a master's degree qualification in agriculture, food security studies, development studies, public health/nutrition or evaluation methods, with no less than 10 years of proven experience of research in food security, health, including WASH.
# The team must have demonstrated experience in using both quantitative and qualitative data collection and analysis methods
# A list of key survey team members including the current CVs of the listed team members should be submitted with the consultancy Expression of Interest (EDI)
# Evidence of at least one nutrition/food security policy/guidance-related strategy conducted by the team or its key members within the last five years.

The consultancy will be for a period of 113 working days, based on achievement of deliverables. The contract is expected to commence in early June.
