ABOUT HOSPAZ:
Hospice and Palliative Care Association of Zimbabwe (HOSPAZ) is a national membership body, registered in Zimbabwe in 1999 as a private voluntary organization (PVO 13/99). It has over 70 members who provide a wide range of comprehensive services throughout the country. The members comprise of palliative care service providers (hospices, home-based care & OVC care organizations, support groups of PLHIV and hospitals). We have at least one member in each of the 62 districts of Zimbabwe. The organization’s mission is to promote palliative care and support palliative care service providers, through capacity development, advocacy and membership coordination.
PURPOSE and OBJECTIVE
The objective of the consultancy is to develop a Resource Mobilization and Strategic Partnerships Strategy. The strategy should map current and potential funding opportunities, establish strategies to maintain current donors, expand the funding base beyond our traditional financing sources, and ensure long-term sustainability.
DURATION
The consultancy will last 30 days and must follow an agreed plan.
SCOPE OF WORK
The Consultant will work on donor engagement and resource mobilization with a focus on concrete deliverables working closely with the Senior Management Team (SMT) and HOSPAZ staff. Specifically, the consultant will be expected to perform the following tasks, with the guidance of the Executive Director:
• Consult with the HOSPAZ team to understand the vision, mission and focus areas of the organization.
• In collaboration with the SMT and HOSPAZ staff members, develop resource mobilization targeted products and materials including a PowerPoint Presentation summarizing the resource mobilization strategy for HOSPAZ.
• Mapping donor interests, priorities, funding windows, and opportunities – Conduct a rapid donor mapping for both traditional and non-traditional sources of funding (identifying emerging and untapped high potential donors and new emerging models of funding).
• Develop a guideline on how to establish, maintain and strengthen strategic partnerships and engagement with donors, (past, present, and future) and key stakeholders,
• Identify suggested mechanisms for system-level resource mobilization and the strategic expansion of funding, including through innovative financing initiatives and mechanisms to stabilize the flow of funds, with a focus on both traditional and non-traditional funding sources.
• Outline a plan to strengthen how HOSPAZ can be more appealing to donors /create an appositive reputation
DELIVERABLES
• A comprehensive Resource Mobilization and Strategic Partnerships Strategic document that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies and outlines a time-bound action plan,
• A map of donor interests, priorities, funding opportunities, typical funding amounts, samples of successful project applications, and points to clear actions that should be taken to mobilize funds and develop/maintain relationships with donors,
• A clear guideline and set of tools on how to keep a strong and fruitful relationship with donors and key stakeholders.
• A package of materials that tools/templates for use when responding to bids
• A plan for building the capacity of key staff in mobilizing and leveraging resources and developing and maintaining partnerships at both the national, regional, and global levels.
• A package (with tools) and /or plan for harnessing donor confidence/creating a positive reputation

• Increased funding opportunities for HOSPAZ

• Improved capacity of HOSPAZ staff in resource mobilization and partnership development
• Strengthened organizational reputation and appeal to donors
CONSULTANT REQUIREMENTS
• Proven experience in resource mobilization and strategic partnerships development
• Strong understanding of the non-profit sector and funding landscape
• Excellent communication and interpersonal skills
• Ability to work independently and collaboratively with the SMT and staff
HOW TO APPLY
Interested consultants or organisations are invited to submit a completed proposal. The proposal must include interpretation and understanding of the TOR, methodology to be used in undertaking the assignment, time and activity schedule, financial proposal detailing the expected cost, CVs of the team leaders and other key team members and Referees of four (4) organisations that have recently engaged the consultant or organisation to carry out a similar assignment. The proposal and supporting documents must be submitted in English

SELECTION PROCESS
The selection will be based on the consultants’ qualifications, experience and proposed methodology
