CNFA is a US-based non-profit non-governmental organization (NGO) that works to stimulate economic growth and improve rural livelihoods in the developing world.

About Amalima Loko:

Amalima Loko is a five-year, USD $75 million USAID-funded Food Bureau of Humanitarian Assistance program designed to improve food security in the Matabeleland North province of Zimbabwe.

Amalima Loko activities are informed by three Strategic Objectives:
• SO1: Enhance inclusive local ownership over food security, resilience planning and development
• SO2: Advance health and availability of soil, water and plant resources within the watershed
• SO3: Improve human health and livelihoods

Amalima Loko is implemented by a consortium of national and international partners, led by CNFA. The project is managed from a head office in Bulawayo with satellite offices in Lupane, Hwange, Binga, and Nkayi.

Position Description:

Community Assets are a central and critical component of Amalima Loko’s activities. These Assets, delivered by communities (through the Cash for Assets modality), by the Amalima Loko Water Team (Dabane Water Workshops), and by contractors, include borehole drilling and equipping, borehole rehabilitation, borehole peripheral works (soakaways, fencing, overhead mounted tanks etc), small dams, small-scale irrigation schemes, dip tanks, and erosion control measures.

Duties and Responsibilities

Reporting to the Food Security Technical Coordinator, the Assets Manager will:

Be the focal point for coordination of Amalima Loko construction activities, working with the Dabane Water Team, field staff, finance and operations teams, and senior management;
Monitor and support the Water Team in implementation of water assets (boreholes, irrigation schemes);
Lead the design and implementation of other assets (e.g. dip tanks);
Oversee construction for dams (siting and design led by Water Team);
Assist with the procurement and management of service providers and supplies for the community assets; and
Provide technical oversight of the asset delivery, for both the design and the day-to-day construction. S/he will collaborate with the Water Team and District Field Teams to manage and monitor day-to-day site work activities, including overseeing site-specific consultant engineers and locally hired builders as required.
Location:

The Assets Manager will be based in Bulawayo, though s/he will spend extensive time visiting the various sites across the five districts in Matabeleland North.

Specific Responsibilities:

Carry out appropriate Programme & Project Management activities, ensuring the delivery of all community assets projects are completed on time, within budget, and according to the approved design, specifications, and quality;
Carry out contract management and contract administration for all outsourced construction and design service providers;
Oversee and approve all internal and outsourced design of community assets to be delivered through Amalima Loko;
Liaise with relevant technical authorities to acquire requisite construction approvals;
Ensure all assets and asset components delivered through the programme are compliant to the Standards Association of Zimbabwe (SAZ), where appropriate;
Monitor construction sites ensuring adherence to health and safety practices;
Manage the maintenance and updating of project files - including, work progress, labor tracking, documented communications etc.;
Assist the procurement teams with the procurement of service providers and suppliers for the delivery of community assets, through the contribution to the procurement documentation, including Scopes of Work, Technical Specifications, Bills of Quantities, as well as and technical assessments of proposed supplies or services;
Contribute to quarterly and annual narrative reports;
Provide engineering support to other Amalima Loko activities, as required; and
Perform other tasks, as assigned by the Chief of Party

Qualifications and Experience

Qualifications, Experience, Skills:

University degree in Engineering, preferably Civil;
Project Management experience, specifically within construction-related projects and preferably within a rural context;
Preference will be given to candidates with Project Management qualification;
Minimum 5 years’ experience designing and overseeing rural construction projects, preferably within Zimbabwe;
Specific experience with borehole drilling and equipping, small dam construction, rural irrigation schemes and dip tanks preferred;
Demonstrated ability to work within a team and produce high quality outputs;
Experience in NGO-implemented Cash for Assets projects, with community labour, strongly preferred;
Experience with USAID programs preferred;
Ndebele language skills and experience in Matabeleland strongly preferred; and
Private sector and/or Zimbabwean Government experience would be an added advantage.
