AIR TRAFFIC SERVICES MANAGER X 1
Reports to Air Navigation Services Director
Location: Head Office
Job Purpose
The position exists to provide Air Traffic Services in accordance with the International Civil Aviation Organization’s standards and recommended practices (ICAO SARPs) and to ensure development, management and application of safety standards in Air Traffic Management

1. Air Traffic Management
Efficiently manage the air traffic services of the nation to meet the objectives of safety, efficiency and regularity by having an efficient system that ensures:
 Orderliness of aircraft flow to avoid accidents either in the air or on the ground.
 Accident free air traffic flow as a result of good coordination between and among all the ATS units concerned.
 Accurate information is given to the Director ANS on matters pertaining to Air Traffic Services.
 Adequate maintenance of service standards and their improvement through effective monitoring of service delivery by carrying out inspections and service audits to check compliance with established national and ICAO standards.
 Investigating complaints against and operational irregularities within Air Traffic
Services to improve the level of service.
 Developing, managing and applying CAAZ traffic rules and procedures for the safety of airspace users.
 Airspace design to ensure the efficient utilization of the airspace.
 Developing training standards for Air Traffic Controllers to ensure compliance with ICAO’s Annex 1 requirements and local regulations.
 Developing and maintaining effective relationships with other departments/ divisions, civil aviation industry organizations and the military.
 Co-ordinating with neighbouring countries and the ICAO regional office to harmonise procedures for the efficient conduct of flights.
 Specifying the facilities and equipment necessary for the safe and efficient air traffic control system.
2. Search and Rescue Services Coordination
 Coordinate various departments involved in the rescue mission; engineers, security, radar and other appointed agencies by giving them the necessary information and overseeing their activities.
 Prepare reports for the ANS Director on the outcome of the rescue mission and take appropriate preventive measures to avoid recurrence of accidents.
3. Training of ATCO’s and coordination of training in department
The manager has to plan and monitor on the training and examination of ATCOs to ensure that appropriate skills for air traffic control are gained.
4. ATM Financial Management
 Participate in the business planning and review process and provide the forecast for budgeting.
 Account for all the assets, financial and material that have been assigned to this department.
 Preparing the annual Air Traffic Services budget programmes and implementing approved programmes within financial limits.
5. Human Resource Management:
 Attracting, retaining, motivating and developing staff that is dedicated to outstanding performance.
 Advising management on the department’s labour requirements and ensuring staff development.
 Implementing the performance management system to ensure that the department’s required standard and capacity is achieved.

Qualifications and Experience

Qualifications and experience
 A degree in Business Administration, Social sciences or equivalent.
 A diploma in aviation management.
 15 years’ experience in air traffic services, 5 of which should be at management level

Skills and Competences

 Thorough knowledge of ICAO Standards and Recommended Practices.
 Should have broad organizational awareness
 Thorough knowledge of international and regional civil aviation organisations
 Must have a high level of vigilance and sensitivity to aviation security and safety issues
 Good communication skills
 Strong manpower management skills
