The Advisor will be responsible for ensuring program quality, accountability and learning across ActionAid Zimbabwe’s programs and partnerships. A key part of the role involves the strategic coordination of monitoring, evaluation, and documentation, and providing high-level advice to the Country Director and Programs Lead on program performance and impact. This position also leads the planning and budgeting processes, coordinates annual reporting for the Country Programme, and contributes to Federation-wide reporting. REQUIREMENTS
An advanced degree in either Monitoring and Evaluation, Social Sciences/ Economics/ Statistics/Development Studies or other relevant disciplines.
A postgraduate qualification in Results-Based Management, Applied Research, or Knowledge Management will be considered an added advantage.
Minimum of 8–10 years of progressively responsible experience in programme quality assurance, monitoring and evaluation, accountability, and learning within international development and/or humanitarian programmes. At least five years should be at an advisory or technical leadership level.
Demonstrated expertise in designing and leading programme quality frameworks and MEAL systems across multi-sectoral and multi-year programmes
Extensive experience in using and integrating a variety of monitoring and evaluation methodologies and tools, including logical frameworks, theories of change, results chains, outcome mapping, contribution analysis, and mixed-methods evaluations.
Proven ability to lead performance assessments
and generate actionable insights to inform adaptive programming, strategic reflection, and institutional learning.
Strong command of data collection and management platforms
such as KoboToolbox, ODK, CommCare, and DHIS2, as well as statistical and qualitative analysis software (e.g., SPSS, STATA, R, NVivo, Atlas.ti).
Track record of supporting high-quality proposal development and donor reporting by developing MEAL frameworks, indicator performance tracking tools, and learning plans for donors.
