The Zimbabwe Institute of Administration and Management (ZIPAM) is a management development centre that operates as a parastatal. It is located about 73 km to the west of Harare along Robert Mugabe Highway and cited on the western shores of Lake Manyame in Darwendale National Park. ZIPAM was established as a department in the Ministry of Public Service, Labour and Social Welfare in 1984 as a premier institution responsible for designing and implementing training, consultancy and research for the civil service, local authorities and parastatals. In 1991, in line with public sector reforms, and at the recommendation of the Public Service Review Commission, ZIPAM became a parastatal accountable to the Ministry of Public Service, Labour and Social Welfare.
