Program Description
This program is the Agricultural component of the Anglo American Unki Mine Social Development program. The program will support smallholder farmers in the horticulture, beef, and poultry value chains, establishing market access through contract production in partnership with private sector companies during a three-year program. The market-driven program will support training of over 600 smallholder farmers in agricultural best practices, facilitate construction of farming and processing infrastructure, creating over 1,900 jobs by year 3.

Role Description
As Agricultural Value Chains Manager you will: Be responsible for ensuring that the scope and projected impacts of the program strategy are clearly defined and understood by all team members and reflected in the project work plan; Provide quality assurance of project outputs ensuring consistency; Support country lead by contributing change management experience; Monitor and oversee project reporting requirements and financial management; Support interaction with stakeholders at the national and international level; Ensuring that communication is consistent and aligned with the program’s approach; Develop and maintain close working relationships with key personnel in local government, research institutions, and the private sector including processors, seed companies, financial institutions, NGOs, farmers and other industry stakeholders in the areas of operation.

Specific Program Management Responsibilities include
Operations: Develop annual work plan and review targets, striving to meet or exceed all KPIs; Lead a team of field officerss to ensure high performance across all project deliverables (farmer agronomy training, processor business advisory support, finance and market facilitation); Develop and execute GAP practices including IPM, traceability, GLOBALGAP and group Quality Management Systems in response to market requirements; Facilitate selection of farmers and farmer groups, financing and construction of fowl runs, pen fattening facilities and expansion of a private poultry abattoir; Coordinate the project management activities of field officers, including work planning, reporting, recruitment / staffing, performance management, and resource allocation / budgeting; Ensure effective pedagogy and implementation of TechnoServe’s training approach with staff, farmers and washing station clients; Support Program Director to manage project reporting and communications; Manage the Midlands Program Office; Provide support to the project’s M&E team.

Personnel: Manage 3+ key staff and farmer groups to implement all aspects of the program; Develop among project staff a principled commitment to TechnoServe’s mission and build a working culture that supports an entrepreneurial approach to project implementation; Ensure ongoing performance evaluations are conducted with all staff; Execute authority to: (a) Recruitment of employees and independent consultants adhering to organizational policy

Strategy: Design, review and continuously improve implementation on the basis of feedback from staff, farmers, clients and partners; Mentor, coach and work with field officers and other project staff to develop high-calibre technical and supervisory skills and assume greater responsibility; Identify key risks and propose solutions for risk mitigation; Fine-tune and refine team-planning and internal management tools, training materials, systems and business coaching tools.

Corporate: Contribute to the development of innovative approaches to TechnoServe’s work and share these ideas with other senior management, country directors and staff to promote adoption of best practices

Financial management: reviewing spend reports to ensure compliance with donor requirements, leading internal TNS budgeting and reporting process

Stakeholder management: Develop an excellent working relationship with the Program Director and all project partner organizations; Integrate horticulture, poultry and beef component activities with the other project components’ activities (eg. Gender, social inclusion, input facilitation, infrastructure development, access to finance); Develop and nurture excellent working relations with all horticulture, poultry and sector stakeholders in Midlands province (exporters, private sector companies, Agritex, financial institutions and local authorities); Work with social lenders, exporters and international guarantors and other partners to ensure clients have access to sustainable credit facilities; Work with produce buyers, facilitate market linkages and broker contractual agreements between farmer groups and exporters/buyers to build commercially sustainable market arrangements.

Communications: coordination of news bulletins and other communication materials for stakeholders, attend to other stakeholder requests

Monitoring and Evaluation: refine results chain and measurement plan, ensure timely reporting and engage external consultants/experts for evaluations as required

TechnoServe internal contributions: Inputs to information requests within TechnoServe, fundraising support - e.g. proposal writing, strategy development, technical advisory to TNS writers (as relevant), ad-hoc meetings with interested donors/partners, attendance/presentation of Anglo program and learnings at conferences

Qualifications & Experience
Bachelor’s degree in Agriculture and a minimum of 10 years’ experience in the field of either Horticulture and/or livestock management; Knowledge of horticultural production for export, especially exotic baby vegetables, agronomy, commercial farming, smallholder farming, Good Agricultural Practice (GAP) standards and certifications is a minimum requirement; Demonstrated experience in outgrowers management, private sector production and application of climate-smart agriculture technologies in horticulture, poultry and/or beef sectors; Demonstrated leadership skills, teamwork, strong interpersonal and relationship building; Demonstrated ability to effectively service clients/partners, particularly in the for-profit sector; Management experience in several of the following key skills areas – business development, commercial farming, consulting, training, and coaching; Ability to work independently, flexibly and responsively, and adapt to changing working conditions; Excellent oral & written presentation skills required; Strong computer skills, including MS Word, PowerPoint and Excel; Proven ability to manage complex multi-stakeholder processes; Strong project management and analytical skills.
