Mercy Corps Zimbabwe is implementing an OFDA WASH project in Chipinge and Chimanimani, in response to the effects of Cyclone Idai. In order to effectively implement quality programming, Mercy Corps is recruiting a Monitoring and Evaluation Officer based in Chipinge/Chimanimani. The Monitoring & Evaluation (M & E) Officer is responsible for developing and administering all Mercy Corps Zimbabwe Projects Monitoring and Evaluation Systems. The M&E Officer reports to the OFDA WASH Program Manager and also works closely with implementing project personnel to enhance effective application of program M&E systems.

General Position Summary
The primary responsibility of the M & E Officer is to assist the WASH Program Manager with the design and application of sound M&E systems. The Program Officer is also tasked with facilitating the design of relevant data collection tools for periodic, baseline, outcome and impact evaluation studies and the effective administration of the same. The officer will update program/project databases, data analysis and produce relevant reports. The Officer is expected to assist Mercy Corps program implementation staff and partners design and apply relevant M&E systems that deliver accurate and timely data essential for management decision making and assessment of project performance and impact.

Responsibilities and Tasks
Identifying and designing key indicators and targets for each project component and for each level of the objective hierarchy; Designing effective program monitoring tools and applying relevant data collection tools and procedures, for performance, impact monitoring and specific market assessment (e.g. baseline surveys and evaluations); Collecting, compiling and analyzing reports prepared by implementing partners and preparing consolidated progress reports in accordance with approved reporting formats; Facilitating relevant M&E training for program personnel from partner agencies and primary stakeholders; Conducting regular field monitoring visits to assess progress on the ground and promote compliance by project partners on standardized monitoring tools; Designing, maintaining and regularly updating program M&E database(s); Analyzing data and reviewing monitoring reports to assess outcomes and document lessons and best practices to inform programming; Facilitating regular feedback with implementing partners on program performance and other key issues arising from the M&E system.

Requirements
A Degree in related field preferred; Minimum two years experience in Monitoring and Evaluation of multiple interventions; Experience in training on Monitoring and Evaluation concepts; Exceptional quantitative and qualitative data analysis skills; Excellent computer skills: SPPS, Epi-info, MS Excel, Word, Access, PowerPoint, Email & Internet; Fluency in English and at least one local language (Ndebele or Shona); Attention to detail and patience to double check data entry is essential; Excellent oral and written communication skills

Reports Directly To: OFDA Wash Program Manager; Works Directly With: Project Officers

Knowledge And Experience
Must be able to work independently and show initiative; experience in an NGO setting; Report writing; ability to make recommendations for improvement; strong computer (MS Office), filing, and organizational skills; excellent spoken and written English; willingness to travel throughout the program locations.
