Job Description

Position Overview

International Rescue Committee is recruiting for the position of Finance Officer to be based in Chimanimani. You will be responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in line with IRC and Zimbabwe office policy and procedures at the Chimanimani field office and surrounding sub-field offices reporting to the Finance Manager.

Specific duties

a. Handling all aspects of day to day operations of accounting department in field office.

b. Assist in the implementation of Finance policies, procedures and systems.

c. Ensure compliance with IRC procedures and guidelines.

d. Submit expenditure worksheets to the Finance Head Office on or before 3rd of every subsequent month

e. Review all payment documents for proper and adequate back up.

f. Review expenditure worksheets for accuracy and completeness.

g. Act as the Budget vs Actual (BvA) System Administrator for the Field office

h. Preparation of Bank and Cash Reconciliation for field office on a monthly basis

i. Liaison with field office bank on all banking issues.

j. Compile monthly VAT refund schedules.

k. Ensure that statutory deductions are paid on time to avoid any penalty

l. Forward to the payroll Administrator every month, any outstanding personnel advances and charges related to T7 for recovery. Ensure that advances taken in a given month are liquidated appropriately.

m. Review of financial data submitted by the IRC’s Partners to identify weaknesses or problems being encountered and recommend corrective action

Administrative duties

a. Oversee all activities done daily in the Accounts department.

Logistics duties

a. Review all Purchase Orders and Purchase Requests for proper coding and budget adequacy before approval.

b. Completing finance roles on the BvA System timely to complete the procurement cycle.


a. Act at all times in accordance with local law and standards of accounting practice.

b. Review funding allocations to enable proper guidance to programs and proper coding.

c. Provide training to program staff on finance issues.

d. Receptive to training provided and to develop his or her technical and professional competence.

e. Produce monthly and quarterly management reports to be reviewed by Finance Manager.

f. Assist in budget preparation at the field level.

g. Assist program staff and Finance Manager to prepare grant budgets to support new proposals or realignments.

h. Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.

The position is based in Chimanimani with support to sub-offices. 1 May 2019 – 31 July 2019.

Bachelor’s degree in Accounting or Advance Diploma in Accounting from recognized College/Institutions with a minimum of three (3) years of accounting experience. Computer-literate with significant experience in excel, accounting package knowledge (SUN system) will be an added advantage.

Excellent interpersonal and communication skills
Comfortable with making decisions.
Good supervisory, time management and interpersonal skills
