We Effect, an International Swedish NGO, is implementing an Action funded by the European Union entitled Transforming the Zimbabwe Dairy Value Chain (DVC) for the Future (2019 – 2022).

Purpose of the position
To effectively and efficiently coordinate the implementation of the Transforming the Zimbabwe Dairy Value Chain for the Future Action. This includes; coordination of implementation by We Effect project staff and staff employed by partners in the Action; ensure compliance by We Effect and partners to the terms and conditions set out in the Grant Contract with EU including the special conditions and the Annexes; financial monitoring of project funds; and reporting to the We Effect management and the EU Commission.

Main responsibilities
Be the Secretary of the Project Coordination Committee comprising of the Head of We Effect, Zimbabwe Association of Dairy Farmers, Zimbabwe Farmers Union and Zimbabwe Dairy Industry Trust and whose role is to coordinate implementation of activities between the partners in the Action; Lead the Project Management Team (PMT) comprising of the Project Coordinator, Dairy Value Chain Specialist, Matching Grant Manager, PME Officer, and Project Accountant and coordinate implementation of activities by the team members; Be the intermediary for all communications between the Beneficiaries and the EU delegation; Ensure that obligation to provide financial and narrative reports and request for payments are followed both by We Effect and the partners; Inform the EU delegation of any event likely to affect or delay the implementation of the Action; Inform the EU delegation of any change in the legal, financial, technical, organizational or ownership situation of any of the Beneficiaries; In liaison with the Project Accountant, provide necessary documents, including the accounts of the Beneficiaries, in the event of audits, checks, monitoring and evaluations conducted by the EU delegation; Ensure that no conflict of interest exist in the performance of the Grant Contract; Preserve the confidentiality of any information in relation to the implementation of the Grant Contract and identified in writing as confidential; Facilitate the implementation of the Communication and Visibility strategy for this Action; Facilitate transfer of project assets to the local beneficiaries at the end of the Action; Facilitate the commissioning of a mid-term review and a final evaluation of the Action; Ensure that the EU Procurement regulations are followed; In liaison with the Project Accountant, ensure that all costs meet the eligibility criteria as specified in the EU General Conditions; Facilitate synergies with other EU Actions within Zimbabwe Agricultural Growth Programme and other We Effect Programmes/Projects; Participate in Value chain actor meetings and provide technical support on dairy matters; Produce information and articles that may be required from time to time for the Project Web-site and news-letter; Prepare periodic plans and activity reports as may be required by the We Effect management; Attend We Effect management and staff meetings; Carry out any other duties assigned by the Country Representative.

Qualifications
Degree in business management, administration, agriculture, economics, or related field; At least 10 years’ experience from Programme/Project management and 3 years’ experience from EU grant management; Good knowledge about the dairy sector in Zimbabwe and the different value chain actors; Computer literate and excellent written and oral communication skills; Clean Class 4 driving license and ability to travel in-country.
