Job Description

SAfAIDS is a non-profit human and social development focused organization; based in Zimbabwe. It has over 26 years of experience in the HIV, TB, SRHR, gender equality, social inclusion and human rights sectors; through implementing localized multiplex programs which respond to the development, well-being and health needs of children, adolescents and young people (in and out-of-school), women and men, key populations, PLHIV and other vulnerable and marginalized populations at national, district and community levels. SAfAIDS programs in Zimbabwe involve a multi-partner and sectoral composition of CSOs, community assets, development agencies, policy-making structures and social science/academic bodies; supported by an array of funding partners including Global Fund, EU, UNAIDS, UNESCO, UNFPA, PSI, Save the Children, Sweden, SDC and previously by USAID/PEPFAR. Its interventions support Ministry of Health and Child Care, Ministry of Primary and Secondary Education and NAC at national and local level.

SAfAIDS is seeking suitable candidates for key positions within an anticipated USAID/PEPFAR program in Zimbabwe. The program focus will be on prevention of new HIV infections among adolescent girls and young women (AGYW); through applying the Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS) approach. The position are contingent upon USAID funding and approval. The positions are for: Chief of Party (COP); Technical Director; Monitoring, Evaluation and Learning (MEL) Advisor; and Finance Management and Operations Manager. Recruitment of all the key positions is contingent on the successful award of the program; and the selection of final candidates is subject to approval by USAID, before and after the award.
Position Summary:
The Technical Director will be responsible for management of the technical elements of the project, including leading technical teams, work planning and reporting. S/he is responsible for technical oversight of strategies/activities. S/he will mobilize and coordinate partners around selected intervention policies, approaches and indicators, and has experience with planning, implementation, data management, and research/study analysis and interpretation. S/he has a strong background in HIV and GBV prevention, health, and education programs for AGYW; and experience in results dissemination and publication.

Duties and Responsibilities

Key Responsibilities:
• Strategic Technical Leadership and Guidance to the program
o Lead the development of sound program work-plans in line with national MOHCC guidance and USAID country plans; and implement the work-plans
o Lead the program in the conceptualization and development of sound, innovative and cutting-edge malaria control and elimination strategies/activities to achieve set program objectives, goals and targets
o Develop enduring relationships with MOHCC technical leads, USAID technical staff and other thought leaders, and leverage such relationships to develop standards for implementation at all levels of the program
o Lead the monitoring of program implementation activities through participation in strategic technical program meetings, data review meetings, implementation site visits
o Develop and implement performance standards and performance management/monitoring tools for program staff and efficiently manage the program function to deliver the required outputs and outcomes.
o Champion the timely scale-up and implementation of all best practices and evidence generated from operations research and deep dives to achieve uniform program results across all geographies

• Manage Program Resources in an Efficient Manner to ensure Achievement of Targets
o Oversee the use of program resources in line SAfAIDS’ policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable
o Manage data driven and justified identification of essential program positions, develop job descriptions for positions and motivate for the filling of positions in a timely manner
o Lead the development of on boarding and capacity building material for all positions within the program
o Lead the recruitment, orientation, capacity building, deployment, time and attendance management, performance management and performance appraisal of all human resources deployed within the program and ensure that such human resources meet the quality needed to achieve targets
o Conduct regular financial management reviews, provide justification for any observed variances, and recommend remedial actions to closely align program implementation with budgets
o Oversee the timely submission of accurate administrative documents and reports used in program implementation

• Lead Development, Documentation, and Communication of technical program reports
o Develop program reporting quality standards for all program activities for implementation at all levels of the healthcare system
o Consolidate reports from program staff on all program implementation activities for the Chief of Party and MOHCC
o Coordinate and develop contractual technical reports to USAID and ensure that such reports represent the true picture of program implementation as verified through field visits
o Guide and assist program staff on documentation and recording of program best practices for internal and external stakeholders
o Develop best practice reports for dissemination to external stakeholders including peer-reviewed journal articles, abstracts, and presentation at local, regional, and international conferences to enhance program visibility and recognition

Qualifications and Experience

Qualifications and Experience required:
• A Masters degree in public health or related field (social science) or a medical degree with additional post-graduation qualifications (e.g., post graduate degree in public health)
• A minimum of 10 years progressively responsible, professional-level experience managing public health programs with emphasis on HIV/AIDS
• Experience working in Zimbabwe on HIV–related activities
• Understanding of, and sensitivity to, the major issues affecting HIV/AIDS in all geographical regions of Zimbabwe, with in-depth knowledge of the implementation of HIV/AIDS, health, GBV and/or education programs for adolescent girls and young women in Zimbabwe
