Background:
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of Strategic Information Coordinator under the Care & Treatment program, Mashonaland East province. The candidate will be based in Harare, Belgravia. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment will come to an end on the 30th of September 2021 and is renewable annually subject to availability of funding and satisfactory performance of the candidate.

Position Summary
The successful candidate will be responsible for data consolidation, analysis and reporting; monitoring and evaluation program implementation; coordination and supervision of data collection, processing and storage activities to ensure effective program management and performance. He/She will report to the Monitoring and Evaluation Manager.

Duties and Responsibilities

Collaborating with provincial and district teams to compile and consolidate high quality reports on a weekly, monthly and quarterly basis; Consolidating and reporting the results of triangulating intervention data and information collected using various electronic platforms, including but not limited to DHIS2, EHR and ZDIP applications; Compiling the results of regular onsite-data-verification (OSDV) and monitoring the “verification factors” related to the difference between DHIS2, monthly return form, facility data and reporting monthly across all indicators on the OSDV Standard Operating Procedure; Providing evidence-based guidance to program staff at central, provincial and district levels on program performance based on data analysis; Cleaning, verifying and preparing data for reporting to MoHCC and supporting partners; Supporting the review and updating of Power BI reports and visualization to ensure alignment with program priorities and encourage data use in respective province; Monitoring and tracking the implementation of the overall M&E and roll out of the ZDIP implementation plan; Standardizing and overseeing the work of District Strategic Information Focal Persons and ensuring compliance with the organisation and USG policies; Leading and coordinating data related continuous quality improvement (CQI) projects in all supported facilities; Supervising the collection and reporting of clinical outcome data on program specific indicators as required by program management; Working closely with MoHCC and ZimPAAC consortium partners and other implementing partners in strengthening the District Health Information System, tracking and reporting both challenges and outcomes of various interventions implemented by partners in the program; Attending national and provincial coordination and review meetings according to MoHCC calendar and as budget permits; Conducting routine and regular on-site support to health facilities in accordance with Zim-TTECH travel and administrative policies; Performing any other duties as assigned, including travel to support project staff in supported districts.

Qualifications and Experience

Qualifications, Skills and Experience
Master’s degree in any of the following areas: Biostatistics, Epidemiology, Public Health or related field; Minimum of 5 years working experience managing, analysing and reporting, health related program/project data and information; Thorough knowledge of statistics and demonstrated ability to supervise and/or manage data collection activities and implementing quality assurance exercises; Strong quantitative data analysis skills, including study design and application of appropriate research methods and implementing studies according to protocols; Proficiency in at least one statistical software package e.g. STATA, SAS or SPSS is a must; Advanced skills in MS Excel, including pivot-tables, formatting, statistical functions and formulas and excellent skills in MS Word and PowerPoint; Great inter-personal, report writing and presentation skills with demonstrable ability to work independently and collaboratively; Experience in working with MoHCC and/or implementing partner health-related programs and have a strong understanding of the Zimbabwe healthcare system structures.
