About the organization
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of Senior Program Manager – Clinical. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment is for twelve (12) months effective 01 October 2020 to 30 September 2021 and is renewable subject to availability of funding and satisfactory performance of the candidate.

Position Summary
The incumbent will be reporting to the Head of Programs – Care & Treatment and the position exists to provide clinical leadership in support of Zim-TTECH’s strategic approach to HIV Treatment and Care in line with the National HIV/AIDS program.

Duties and Responsibilities

Responsibilities
Providing clinical leadership to support Zim-TTECH’s strategic approach to HIV Treatment and Care in line with the National HIV/AIDS program, Leading Zim-PAAC consortium’s clinical capacity building activities including monitoring and supervision of performance of various cadres like Program Officers, Provincial Focal Persons, District and Site level staff to ensure comprehensive care on the full HIV treatment cascade towards the 95-95-95 treatment goals, Providing appropriate and updated clinical input in the development and adaptation of various curricula and training material and leading program staff in activities that contribute towards the meeting of MER targets and provision of quality comprehensive HIV Care & Treatment services, Guiding Consortium clinical mentoring/site support presence at central, provincial hospitals, district and health facility levels, Supporting the development of annual work plans, including identifying deliverables, tasks, results indicators and in establishing mechanisms to ensure efficient work plan implementation, Collaborating with technical staff on the team to identify in-country technical assistance needs, ensuring feedback on same and linking the Country Office with network-wide initiatives, Leading consortium work in the development and monitoring of CAYPLHIV and PMTCT activities in Zim-TTECH supported districts including site assessments and review of program tools, Providing leadership in consortium work in PMTCT, Cervical cancer screening and TB/HIV integration activities in Zim-TTECH supported districts under his/her jurisdiction, Representing Zim-TTECH at relevant partnership fora and technical working groups, Overseeing site level CQI processes to respond to challenges identified at site level, Developing and delivering reports and presentations conveying program progress, best practices and novel methodologies, Contributing to the documentation and knowledge sharing of program results through articles, conference posters, web postings and presentations, Providing clinical input in analysis of MER indicators.

Qualifications and Experience

Qualifications, Skills and Experience
Medical doctor with experience in HIV/TB health care and support delivery, active licensure with MDPCZ, Master’s in Public Health or related field with an emphasis on infectious diseases, experience in PMTCT programme, HIV services targeted at CAYPHIV and Ca cervix in HIV programming will be an added advantage, Minimum of eight (8) years’ experience in public health programs with emphasis on infectious diseases and HIV and AIDS, with at least 3 years working on health care delivery in a resource challenged setting, High degree of judgment, maturity, ingenuity and originality to interpret strategy, analyse, develop and present work, monitor and evaluate implementation of programs, Exceptional management skills with ability to mentor, coach, lead, develop and assess staff performance coupled with strong interpersonal written and oral communication and negotiation skills with an ability to pay attention to detail and work cross-culturally with diverse teams, Knowledge of and familiarity with Zimbabwe HIV treatment initiatives, guidelines, policies and in providing HIV clinical services in a clinical setting is preferred, Experience on how to mainstream mental health HIV programming is an added advantage, Willingness to travel approximately 25% of the time and have high-level computer literacy in Word, Excel, PowerPoint and Access and be able to successfully interact with senior level representatives and high-level government officials, Ability to develop high level strategic relationships with multiple partners working in the country.
