The International epidemiology Databases to Evaluate AIDS Southern Africa collaboration (IeDEA-SA) is looking to appoint a Senior Data Scientist who will be responsible for data architecture and managing strategic relationships with participating research partners. The main purpose of the position is to continue to develop the data centre of IeDEA-SA and related projects hosted by CIDER at the School of Public Health & Family Medicine, UCT.
IeDEA-SA (www.iedea-sa.org) is one of seven regional data collaborations (www.iedea.org) funded by the US National Institutes of Health (NIH) to address research questions in HIV/AIDS that require large patient numbers in multiple sites and contexts. Seventeen antiretroviral therapy (ART) programmes in six Southern African countries (Lesotho, Malawi, Mozambique, South Africa, Zambia and Zimbabwe) contribute data and participate in collaborative regional and multiregional analyses led by data centre researchers. The current database includes patient-level data on ±807 084 adults and 69 200 children on ART. IeDEA-SA also develops and implements methods to harmonise and analyse data from multiple different sources. In addition, IeDEA-SA has spearheaded linkage with provincial and national databases such as the National Population Register and the National Cancer Register, improving its ability to accurately ascertain mortality and other health outcomes.
The post would suit someone with an excellent high-level understanding of database management in multiple database environments, who is able to develop and strengthen strategic partnerships with various stakeholders. Experience of health information systems, training in medical informatics and experience in a data centre would be additional recommendations. The post would suit someone with meticulous attention to detail.

Duties and Responsibilities

Responsibilities include:
• Develop data architecture and procedures in pursuit of the goals of IeDEA-SA and CIDER.
• Develop systems to improve linkages to provincial/national health information systems and registries.
• Develop standard procedures for data processing, management and data quality and optimise data processes to support reporting or routine functions.
• Maintain strong working relationships with data centre staff (Universities of Cape Town and Bern) as well as site investigators and data managers in the Southern Africa region.
• Maintain strong working relationships with data managers and site investigators from other IeDEA regions
• Represent Southern Africa in the IeDEA Data Harmonization and Data Task Force Working Groups.
• Liaise with technology partners.
• Oversee day-to-day data management operations and line manage the Data Manager.
• Support the Data Manager in managing complex requests for data for regional and multiregional analyses.
• Maintain the SQL server.
• Provide high-level data management support to staff and students within CIDER.

Qualifications and Experience

Requirements include:
Minimum qualification:
• Bachelor’s degree in an appropriate field: information systems, computer science, statistics, database management OR health sciences (medicine, nursing, pharmacy).
OR
• NQF 7 qualification in an appropriate field: information systems, computer science, statistics, database management.
Minimum experience:
Minimum 3 years’ experience in high-level data management knowledge and skills in multiple database environments including:
o excellent knowledge of data warehousing principles
o analytical reporting
o experience in using STATA and/or R
o Structured Query Language and data query tools
o data quality management experience including development and use of data quality management tools
o high levels of attention to detail
o the ability to work in a team.
The following would be advantageous:
• training in medical informatics
• programming and software development experience, especially in a data centre environment
• experience using programmes to link databases and registries
• and experience working in large collaborative projects
• management experience, especially in a data centre environment.
