Job Description

Provincial Finance and Administration Graduate Trainee (Mat South - Gwanda Based)

Reporting to: Provincial Finance and Administration Assistant

Overall responsibility

The Position is based at the OPHID Matebeleland South Provincial Office. The Provincial Finance and Administration Graduate Trainee will support the Provincial Finance and Administration Assistant to provide administrative and financial services. This is aimed at ensuring that the provincial finance and operations functions (finance, human resources, procurement and logistics) are conducted in compliance with OPHID policies and procedures.

In addition, he/she assists with the management and safeguarding of the organisation’s assets and records.

Duties and Responsibilities

Main responsibilities

ü Finance and Administration

Maintain accounting, transport, human resources and procurement records to ensure availability of adequate supporting documents for transactions in compliance with OPHID policies and procedures, donor rules and regulations and other applicable guidelines.
Providing clerical and administrative support to the Provincial team to ensure that transactions and financial, human and administration reports are processed on time.
Assist with the general month-end close procedures as per the OPHID policies and procedures.
Maintain petty cash in compliance with OPHID policies and procedures.

ü Human Resources

Support the Provincial Finance and Administration Assistant to coordinate the local recruitment and selection function, to ensure that the best staff are selected in compliance with OPHID policy.
Assisting with the collation of all Provincial timesheets including DSD Nurses and CRF’s.
Collecting and submitting Human Resources documents to and from Provincial staff to Central Office.
Supporting the Provincial Finance and Administration Assistant with creating, maintaining and updating the database for Clinical Referral Facilitators and OI/ART nurses. Coordinating and keeping track of the submission of time sheets and reports.
ü Procurement

Raise procurement requisitions for each district in the Pastel Evolution Procurement Module in compliance with OPHID policies and procedures.
Keep the office organized and running efficiently through ordering office supplies as needed and keeping track of inventories.

ü Transport

Support the Provincial Finance and Administration Assistant with the preparation of the monthly transport report through reviewing and consolidating the input from all districts in compliance with the OPHID Transport Policy and Procedures
Prepare the fuel and tollgates monthly JNLs in compliance with the OPHID Policies and Procedures for review by the Provincial Finance and Administration Assistant
Support the Provincial Finance and Administration Assistant to effectively manage the fleet through monitoring the vehicle tracking system and generating exception reports with recommendation for corrective action.
Maintain vehicle and motorcycle use records in compliance with OPHID policies and procedures

ü Asset Management

Periodic inspection of OPHID’s assets and properties and ensuring that they are tagged for safeguarding the assets and maintenance of the Asset Registers ensuring all asset and supplies acquisitions are recorded therein
Maintenance of office equipment to ensure operational efficiency in the office

Qualifications and Experience

Qualifications

At least a Degree in Accounts, Business Studies, Administration (where modules on financial management, administration, human resources management are covered).
Other relevant qualifications will be an added advantage

Knowledge, Skills and Abilities

Good interpersonal skills
A self-starter able to work with little supervision
High level of integrity, accuracy, dependability, enthusiasm and confidentiality
