Job Description

The Regional Psychosocial Support Initiative seeks to identify a dynamic, self- driven and self- starter to establish and deliver on child protection and humanitarian programme focusing on building resilience in children and adolescents through psychosocial support and strengthening effective connections between humanitarian and development efforts by reducing vulnerability and risk, building resilience and strengthening children, family, community PSS systems,
The incumbent will be responsible for planning, executing, and finalizing programme delivery according to set deadlines and within budget inter alia. This includes coordinating the efforts of programme team members and stakeholders or consultants in order to deliver programme activities according to work plan and working with partners and government officials to define and review the programme deliverables and oversee quality control throughout the life cycle of the programme. The Project Manager will be based at the REPSSI Zimbabwe Harare office with extensive travel within Zimbabwe. The contract period will be from 15 November 2020 to December 2021.

Duties and Responsibilities

Programme Coordination and Management
• Direct and manage the implementation of the child protection programme.
• Define programme scope, outputs, and deliverables to realize programme goals and objectives in collaboration with senior management and stakeholders.
• Develop full-scale programme plans and associated communications documents with support from Country Director, and regional programme
• Effectively communicate programme expectations to team members and stakeholders in a timely and clear fashion.
• Liaise with programme stakeholders on an ongoing basis.
• Estimate the resources and ensure that necessary logistics are in place to achieve programme
goals.
• Draft and submit budget proposals, and recommend subsequent budget changes where necessary to the Country Director.
• Plan and schedule project timelines and milestones using appropriate tools.
• Track project milestones and deliverables.
• Proactively manage changes in programme scope, identify potential risks, and devise contingency plans with support from the Country Director.
• Develop and maintain relationships with programme levels of Government, UN Agencies, training institutions and Research Institutions, and other key stakeholders.
Ensure effective Monitoring, Learning, and Impact Assessment (including Technical Risk Management
• In liaison the Country Director, country M&E team, and partners conducts programme reviews and creates a recommendations report to identify successful and unsuccessful programme elements, areas for change within REPSSI resources.
• Develop best practices and tools for project execution and management.
• In liaison with M&E officer develop and deliver programme progress reports, required documentation, and presentations.
• Work with M&E team in managing programme research activities
• Conduct field/site monitoring visits
• Manage donor monitoring missions
Ensure a fully functional Programme team that delivers on Expected Objectives
• Line management of the programme staff including (ensuring that each team member has a clear performance plan)
• Determine and assess team development needs and make the appropriate recommendation for capacity support for programme effectiveness. Where required, negotiate with Country Director for staff management support
• Set and continually manage programme delivery expectations with team members and other stakeholders.
• Delegate tasks and responsibilities to appropriate programme personnel.
• Receive status reports from the project team analyze results, and troubleshoot problem areas.
• Coach, mentor, motivate, and supervise relevant programme team members, consultants, and partner staff, and influence them to take positive action and accountability for their assigned work.
• Mentor programme staff in REPSSI PSS tools
Manage the Programme Resources and Fundraising to ensure Programme sustainability
• Produce the programme annual budget and monitor expenditure
• Comply with donor conditions and reporting requirements
• Overseeing of risk management of the programme
• Finance/Budget Management
• Align budget and activities to overall REPSSI SIP
• Donor report and variance analysis
• Participate in the development of a strategy and work plan for resource mobilization;
• Participate in the implementation of innovative fundraising and new opportunities identification.
• Coordinate the gathering and sharing of information on existing and emerging donor opportunities in liaison with Country Director to secure project funding
• Participate in the development of cohesive, focused, and effective programme proposals
• Review and analyze information and prepare reports/documents on activities related to funding partners and fundraising.
• Prepare policy and analytical briefs for the Country Director on strategic partnerships and resource mobilization issues.
Coordinate with communications/advocacy staff to identify, contribute to, and disseminate promotional materials, launch campaigns, and handle public relations events.
Advocate for PSS and communicate Programme Activities
• Represent or ensure appropriate representation of REPSSI in-country in all relevant forums.
• Develop and maintain close relationships with all relevant government departments, UN agencies, and NGO counterparts on programmatic matters
• Proactively support REPSSI’s publicity and communications aims
• Ensure that the country office provides information to update the website and actively participate on REPSSI social media as required
• Advocate and marketing of REPSSI brand and services in Zimbabwe
Others
• Contribute to the development of other Regional REPSSI programmes when requested by management.
• Participate in organizational strategic planning (planning, reviews, and related activities)
Carry out other work as assigned by line management

Qualifications and Experience

• Relevant Masters Degree in preferably psychology, sociology, anthropology, or any other social sciences.
• Minimum three (3) years of relevant work experience
• Practical field experience in development contexts
• Practical experience in training and/or facilitation of groups
• Experience in programme design, implementation, M&E
• Basic knowledge of psychosocial support
• Experience in conducting field-based baseline assessments
• Experience in international, regional, and/or national networking and knowledge management
• Work experience with large NGOs, government departments, and/or international cooperating partners
Experience in managing an emergency response would be an added advantage
