DUTIES AND RESPONSIBILITIES
• Prepare bidding notices and shortlists in compliance with the Public Procurement and Disposal Act
• Conduct bidding processes including pre-bid meetings clarifications and the receipt and opening of bids
• Examine the bids and recommend the most competitive bid
• Evaluate bids and recommend the most competitive supplier
• Evaluate bids and any post qualification negotiations ,prepare evaluation reports including contract award recommendations in accordance with the Public Procurement and Disposal of Assets Act
• Prepare contract documents
• Maintain records of purchases, pricing and other important data,
• Review and analyse all vendors/suppliers and price options
• Negotiate the best deal for pricing and supply contracts
• Ensure that the products and supplies are of high quality
• Maintain and update list of suppliers and their qualification delivery times and potential future development
• Submit procurement and evaluation reports to the Vice Principal
• Conduct market research on procurement best practices
• Provide technical guidance in work requirements and methods
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
• Higher National Diploma or degree in Procurement and Supplychain management or Purchasing and Supply
• A relevant Masters degree or Chartered Institute of Purchasing and Supply (CIPS)would be an added advantage
• A thorough understanding of the Public Procurement and Disposal of Assets Act and its attendant statutes
• Abilityto write procurement policies and procedures
• Excellent verbal, written communication including computer skills (SAP)
• Ability to make sound and good judgement, accurate and precise attention to detail
• Ability to multi-task, prioritise and manage time efficiently
• At least two years' experience in a similar post
