Job Description

REPORTING TO MANAGING DIRECTOR
We are seeking a detail-oriented, thorough, and organized Procurement Officer to oversee purchases as well as playing a key role in procuring high-quality and cost-efficient supplies for our organization.

Duties and Responsibilities

Duties
• planning the procurement activities of its procuring entity; securing the adoption of the appropriate method of procurement;
• preparing bidding documents in compliance with provisions in or underthis Act for the design of contract specifications and the evaluation criteria;
• preparing bid notices and short-lists;
• managing bidding processes, including pre-bid meetings, clarifications and the receipt and opening of bids;
• managing evaluation of bids and any post-qualification negotiations required;
• ensuring that the committee has carried out its duties in accordance with this Act;
• receiving evaluation reports from the committee and ensuring that they are correct and have been prepared in accordance with this Act;
• preparing evaluation reports, including contract award recommendations, where the value of the procurement is less than the prescribed threshold;
• submitting all evaluations to its procuring entity's accounting officer, with confirmation thatthe procedure followed has complied with the Act;
• preparing contract documents and amendments;
• managing procurement contracts or overseeing their management;
• preparing such procurement reports as may be required by the procuring entity's accounting officer or the Authority;
• exercising any other function conferred or imposed on the unit by the accounting officer.

Qualifications and Experience

Qualifications
• A relevant diploma with a major in Purchasing & Supply Chain Management and /or equivalent or substantial progress towards acquiring one.
• Relevant degree an added advantage.
• Membership of a professional body (C.I.P.S) in supply chain management is an added advantage.
Experience
• At least 1-year experience in procurement systems management with a public entity.
• Experience in dealing with purchasing and disposal compliance requirements of public entities is an added advantage.
• Sound knowledge and ability to apply, Public Procurement and Disposal of Public Assets Regulations.
• Proficiency in using standard computer packages, particularly Word, Excel and Sage Evolution is an advantage.
• Ability to work with minimum supervision.
• An eye for attention to detail.
• Proven management ability to lead, motivate, and develop staff
• Good oral and written communication skills.
