Monitoring Evaluation Accountability and Learning (MEAL) Manager: Nzeve Deaf Centre

Nzeve Deaf Centre (PVO 22/2005), based in Sakubva, Mutare is an organisation of Deaf and hearing people working towards the Deaf community being valued in an inclusive society. Nzeve is based in Mutare but works throughout Manicaland, working with children and youth with disabilities and their families.
Nzeve requires a MEAL Manager to coordinate the M&E team and develop the MEAL department of the organisation. The MEAL manager will work closely with the Head of Programmes and report to the Executive Committee.

Duties and Responsibilities

Responsibilities
The Monitoring and Evaluation Manager will be expected to: Lead the M&E team and develop team skills and knowledge; Work closely with Head of Programmes to fulfil and develop organisational M&E systems, reports and research; Report to Nzeve Executive; Manage and monitor implementation of several different projects running concurrently in alignment with each project requirement; Collaborate with senior management in writing project proposals, logical framework, theory of change and M&E plans; Support project and M&E staff to document, organize and capture progress (including best practices and case studies of best practice); Review the performance of existing management information systems and identify potential modifications; Design and monitor key indicators, appropriate tools, formats and procedures for monitoring each level of the log frame for each project; Draft and revise tools for data collection (e.g. baseline studies, logical framework, project performance tracking, indicators, data flow chart, M&E manuals, terms of reference); Oversee monitoring systems to track project performance and changes in projects; Prepare weekly, monthly and quarterly activity report for the Executive and Coordination teams in a timely manner; Work with programme coordinators and supervise M&E team to produce quarterly and annual reports as per donor requirements; Disseminate information and training on Accountability, Monitoring and Evaluation to staff; Collaborate with implementing partners and primary stakeholders; Organize and facilitate trainings on monitoring and evaluation functions for staff; Ensure adherence of projects to submitted work plans; Lead evaluation, research and learning activities; Support project team and partners to conduct periodic performance reviews and to effectively utilize and share M&E based information.

Qualifications and Experience

Requirements
Bachelor’s or master’s degree in development studies with a Diploma or a Degree in M&E an added advantage; Minimum of 3 years working in M&E; Experience of research and ability to analyse information; Experience and demonstrated skills in training groups; Computer literacy and competency in use of Microsoft Office software and MIS; Demonstrate creativity and innovative problem-solving ability; Ability to establish priorities and to plan, coordinate and monitor tasks; Strong leadership skills - able to lead a team and take part in high level strategic discussions with management; Strong interpersonal, writing, and oral presentation skills in English; Ability in Zimbabwe sign language an advantage or willingness to learn essential.
