REPORTING TO DIRECTOR FINANCE & ADMINISTRATION
Position Summary:
The Finance & Administration Manager will be responsible for overseeing all financial accounting and general office services for a high-quality, results-oriented project focused on strengthening the efforts of the Council financially.

Duties and Responsibilities

ESSENTIAL RESPONSIBILITIES:
The Finance and Administration Manager will be responsible for maintaining Council's financial integrity, preparing all financial reports efficiently and in accordance with accepted accounting principles, laws and regulations, Council's policies and procedures. Specific responsibilities include but are not limited to:
• Manage the accounting, finance and administration components of the Council, including the various petty cash funds and field office finance, accounting and administrative activities.
• Ensure consistency with Council's standard operating procedures, policies and accounting principles.
• Develop procedures for monitoring and analysing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending.
• Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the Council has all necessary funds foroperations.
• Coordinate and oversee financing activities in Council.
• Ensure financial reporting is in accordance with International Public Sector Standards and or International Financial Reporting Standards.
• Advise project staff on financial health through the provision of regular and timely financia I expenditure reports.
• Review and approve all vouchers prepared by the accounts staff (disbursement, receipt and general journal vouchers) for expenditures and ensures that expenses are reasonable, allowable and allocable to the project.
• Oversee payroll procedures staff, administer payroll, and monitor employee time keeping
• Develop and implement office administrative and personnel systems.
• Maintain financial controls and procedures forthe management of funds and sub awards/contracts.
• Produce budget projections and reports for the Council.
• Liaise with the Project Manager to ensure that project needs are being met in terms of accounting, contracts, and operations.
• Liaise with project staff and consultants working on works /projects for the Council.
• Maintain financial files and support annual audits.
• Produce audited accounts
• Produce monthly, quarterly and other statutory reports in accordance with the requirements of the PFMA.
• Assist in the production of the Annual Report for the Council.
• Work with both internal and External Auditors.

Qualifications and Experience

QUALIFICATIONS:
Must have:
• Degree in Accounting
• PAAB registration
• Professional Qualification such as CA, ACCA, CIMA, CIS are an added advantage
• IPSAS, Payroll and Tax ad ministration Qualifications are distinct advantages.
Work Experience:
• A minimum of 3 years' working in Financial Reporting Environment.
• Demonstrated working knowledge of Public Financial Management, Sage Pastel & Payday systems
Skills:
• Fluency in English is required.
• Demonstrated effective interpersonal skills, creative problem-solving, conflict, ethical management skills and excellent written and oral communication skills.
• Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis.
