Job Purpose
The position exists to provide professional legal advice to the Authority to facilitate its business operations.

Understanding CAAZ's Strategic Intentions:-
The Legal Advisor has to understand the strategic direction of CAAZ in order to develop work process aligned to it. He/she has to understand the overall vision and values of CAAZ and ensure that corporate strategies are developed to support their attainment. The Manager has to understand the national interests in the development of the aviation industry of Zimbabwe and ensure that all CAAZ projects undertaken are aligned to the national objectives.
Legal Processes:-
The Legal Advisor must effectively manage the air traffic services of the national to meet the objectives of safety, efficiency and regularity by having and efficient system that ensures:-
• Ensuring that CAAZ fully complies with the statutes of the organisation;
• Representing, defending the interests of the CAAZ in courts oflawwith the help of the company lawyers;
• Rendering legal advice to various directorates and departments of CAAZ to ensure that they transact business within local and international laws;
• Preparing contracts and ensuring execution of legal instruments to ensure that CAAZ interests are protected at all times;
• Ensuring ratification of International Civil Aviation conventions and agreements to which the Government of Zimbabwe becomes a signatory;
• Accurately adopting the International Civil Aviation conventions and Agreements and presenting to the Corporate Secretary who in turn presents it to the Minister for ratification to ensure that national interests are protected;
• Providing legal services in Bilateral Air Services Agreements (BASA) consultations to ensure that Zimbabwe's interests are protected;
• Providing legal advice in the Contracting Process and ensuring full compliance with agreed policies, procedures and regulations;
• Drawing up contracts for all aspects of operations in the CAAZ to ensure that the authority has adequate legal protection at all times;
• Contributing to the development of Terms of Reference for consultants and service providers to ensure that CAAZ receives value for money;
• Providing the Board and other Committees with secretarial services as directed by the Corporate Secretary;
• Keeping abreast with developments in the industry regarding changes in legislation in order to give relevant advice to CAAZ management.

Quality Management
To participate in the development, implementation and maintenance of the ISO 9001 Quality Management System. This includes:-
• Ensuring that the CAAZ Quality Policy Statement and objectives are communicated to all staff in the department.
• Establish and review all operational procedures in the department.
• Take corrective action of all identified non-confirmative.
• Ensuring that all staff receive relevant quality related training.

Qualifications and Experience

Minimum Hiring Standards

Education
• Must be the holder of an LLB Degree from a recognised and reputable university.
• Must be registered to practice law in Zimbabwe (Registration Certificate)
• Qualifications in Air Law or a Master's Degree in Law or Business Administration from a recognised and reputable university or institution will be an added advantage.

Experience

• 6 years experience in legal practice 3 of which should be at supervisory level.

Other Requirements/Competences

• A good knowledge of ICAO Standards and recommended practices.
• Should have broad organisational awareness.
• A good knowledge of international and regional civil aviation organisations.
• Must have a high level of vigilance and sensitivity to aviation security and safety issues.
• Have a high level of initiative, integrity and ability to work with minimum supervision.
• Must be computer literate.
