Job Description

Organizational Setting

Through TCP/ZIM/3701, FAO Zimbabwe is committed to support the Government of Zimbabwe, in collaboration with other development partners to develop the land policy and (re) design the national land management system, based on the VGGT principles. The FAO’s technical assistance will include a multi-disciplinary team composed of FAO staff and consultants, in areas such as land tenure, land development, land valuation, land information systems, land policy statement, land regulation and land management instruments. These experts will constitute the Technical Assistance Group (TAG) led by a Senior Consultant.

Reporting Lines

The Junior Land Policy Consultant reports to the FAOR, and works under the supervision of the AFAOR-P and the LTO PSPL.

Duties and Responsibilities


Work under the supervision of and in close collaboration with the AFAOR-P and Lead Convener.
Finalize the framework for the land management system.
Present an update of the current situation: what have been achieved so far by various players under the pillars and components of the land management framework; what are the critical remaining issues; who are the key players (public, private, donors, civil society) concerned by specific issues.
Propose a roadmap of the ‘land policy stakeholder consultation process.
Assist in preparing Technical meetings, the invitation letters and the reports of the meetings.
Assist in reviewing the reports prepared by the Technical Assistance Group (TAG).
Contribute to the TAG’s work in areas such as policy, regulation, land valuation, land information systems, land policy statement, land regulation, and land management instruments.
Supervise the design of the land management system.
Support the Land Department in organizing the consultation workshops.
Contribute to communication activities (in collaboration with the Communication Officer)

Qualifications and Experience

Minimum Requirements

Advanced university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), geography, or related field
5 years of relevant experience in policy advise and analysis
Working knowledge of English.
National of Zimbabwe or resident in the country with a work permit.
