UNICEF Zimbabwe is seeking to hire an innovative Individual Consultant to be an Individual Consultant Information Management Officer (IMO) for Zimbabwe Education Cluster to support the Education Cluster with collecting, analyzing, and sharing information that is important for the cluster stakeholders to make informed, evidence-based, strategic decisions as well as respond to the emergency needs.

Duties and Responsibilities

Overall Purpose

The consultant will be responsible for the following:

Provision of IM services, including mapping, to the Sector Working group/Education Cluster for decision making including: data collection, collation, analysis and dissemination.
Facilitate effective linkages with all Sector Working group/Education Cluster stakeholders, including OCHA, and national actors, for enhanced capacity and gap identification.
Create and maintain basic IM services for the Sector Working group/Education Cluster, such as contact lists and meeting schedules.
Develop or adapt pre-existing simple, user-friendly reporting formats in consultation key stakeholders that include provision for gender and age disaggregation of data and reporting on particularly vulnerable groups. Disseminate these reporting formats to cluster partners and the humanitarian community.
Set up and maintain reliable data storage and processing systems, including back-up and archiving conventions.
Support the Sector Working group/Education Cluster developing/adapting standards and indicators for monitoring the progress and the effectiveness of humanitarian response within the Cluster, taking into account national standards or guidelines, as well as globally-agreed standards such as the Inter-Agency Network on Education in Emergencies (INEE) Minimum Standards.
Compile and maintain an overview of available capacity and resources and identified gaps in the provision of emergency education, and, in collaboration with the Education Cluster coordinator contribute to drafting funding proposals and donor reports for common appeals, including collecting inputs from partners for joint sector documents.
Wherever possible and/or appropriate, ensure that IM supports national information systems, standards and builds local capacities. Maintain appropriate links with relevant Government, State and local authorities in order to strengthen, not replace or diminish national efforts and work closely with government and MoE to develop EMIS systems.

Qualifications and Experience

A university degree in Education, Social Sciences, Development Studies, Humanitarian Affairs, Information Technology, Information Systems or Communications.
Minimum of 3 years relevant field experience in an international development organization.
Experience of humanitarian needs assessments, surveys, and monitoring and evaluation.
Experience in information management, knowledge management or a related field.
Proven statistical analytical skills and experience in website content management, Google Groups, GIS Mapping as well as One Response webpage.
Ability to write clearly and concisely in English.
