Job Description

BACKGROUND TO THE FACE- HIV PROGRAM

The Family and Communities for Elimination of Pediatric HIV (FACE- HIV), a consortium of experienced partner organizations that have directly supported the rapid expansion and optimization of PMTCT services over the past 10 years, was awarded a USAID grant to continue to improve the quality and integration of PMTCT services within maternal and neonatal child health (MNCH). During the first 3 years of implementation, the program supported delivery of quality PMTCT and Pediatric HIV services across the 65 districts of Zimbabwe. In 2014, following recommendations from PEPFAR, the FACE Pediatric HIV Care Abd Treatment consortium’s mandate expanded to include scaling up of quality HIV care and Treatment services to 333sites. The HIV care and treatment program aimed at supporting the MOHCC AIDS and TB program in its commitment to achieve the ambitious Global Treatment targets to have 90% of PLHIV know their HIV status, 90% of people diagnosed and access treatment and 90% to achieve viral suppression by 2020. The program also continued to support implementation of the revised national plan for the elimination of new HIV infections in children and keeping mothers and families alive (2011-2017).

With OPHID as the prime, the FACE- HIV Care and Treatment consortium use their combined experience and expertise to ensure the successful achievement of the Program’s five objectives:

Duties and Responsibilities

Provide technical and other assistance to national level HIV/TB programs
Strengthen provision of clinical services for comprehensive HIV/TB services
Strengthen pediatric and adolescent HIV/TB and sexual and reproductive health services
Strengthen and improve generation, dissemination and use of strategic information
Strengthen continuum of care for mother, infant and family

Why this video documentation?

The program is coming to an end on the 31st of September after 5 years of implementation in 24 Districts across Zimbabwe in partnership with Ministry of Health and JF Kapnek Trust. It has been a journey and before the transition into the new phase of the program documentation of key success moments through testimonials from stakeholders is key.

Who is the audience of this impact video?

There will be two sets of audiences for the impact video. The longer video (3–5 minutes) shall focus on informing and inspiring current and potential private sector donors, institutional donors, and other NGOs working on HIV Treatment and care related activities. The shorter version (1–2 minutes) X 3 shall inform and celebrate changes for a general audience and will be uploaded on all OPHID social media platforms and website. These videos would be looking to capture using audio-visual format the feedback that the program will be getting from the various stakeholders involved in the project.

Objective of the video documentary:

Document community voices on the changes and impact of introduced activities to their human rights & livelihoods
2. Showcase both positive and negative changes in communities because of introduced activities.

Deliverables:

In working closely with Provincial Teams, Communications Team and or Policy and Advocacy Manager the hired consultant is expected to deliver the following:

1. A schedule of the entire process, indicating timelines for development, production, post-production, and packaging of the video documentary.

4. Combined Full length (3-5 min) and (1-2min X3) films responding to the objectives above.

Language of the video documentary:

The video to be produced with English language Voice Over and English Language Subtitles where necessary.

Reproduction and packaging:

Each of the final videos (short & long version) should be packaged & delivered in the following formats:

1. High resolution format on DVD.

2. High resolution electronic storage format.

3. Web size format for uploading to online media such as YOUTUBE.

4. Mobile web size format for capable of viewing on mobile devices such as smart phone

Qualifications and Experience

Working arrangements:

The identified video production team/individual will work closely with and under the overall supervision of the Policy Advocacy and Communications Manager. OPHID will facilitate identification / booking of stakeholders to feature in the feature film. OPHID Communications Team, Advocacy Manager and Senior Leadership team review and suggest changes (in house pretesting) where necessary to the video documentary at different stages of development, production and post production.

The final sign off powers for the documentary will remain with the Executive Director.

Expected profile of the video production company/individual:

OPHID expects the video production company, individual or team to meet the following criteria minimum requirements:

1. At least 3 years’ experience in production of quality video or other digital media some of which must have enjoyed broad cast time on local and or international television

2. At least 2 years’ experience in production of educational videos on development issues

3. At least 2 yrs in developing concepts and scripts for educational video production

4. Possess or have access to top of the range video production and postproduction equipment, such as high definition cameras and efficient video editing suite.

5. Experience conducting a similar assignment for an international NGO will be a distinct advantage.
