Overall responsibility

The HIV Services Quality Officer (HSQO) is responsible and accountable for implementing the minimum HIV services package at high volume facilities. The HSQO must engage nurses in charge of departments at health facilities and must have competencies in all areas of HIV prevention, care, treatment and support (including cervical cancer screening and treatment, TB treatment, 1st line to 2nd line ART switches) to provide exemplary direct service delivery at facility level. The HSQO will ensure that all best practices in client flow, client pre-identification, service delivery, data generation, and health information reporting for HIV services are diligently carried out within all health facility departments and entry points as outlined in the SOPs. The HSQO is seconded to a high volume MOHCC facility and reports to the facility manager as well as the OPHID District Program Coordinator within the district.

Duties and Responsibilities

Main responsibilities

The HSQO will fulfill the following Key Performance Indicators: -

1. Support the implementation of HIV program activities at facility level

•Forge enduring relationships with the facility management to ensure easy access to health facilities by the OPHID team and a synergistic effort in implementing HIV activities

•Assist the facility management in adopting and operationalizing district implementation plans for HIV services delivery.

•Participate in operational facility meetings and share program updates, progress on implementation plans and challenges that need the facility management’s attention

•Provide technical support to the facility management in adopting a data driven approach to resolving facility level challenges affecting the HIV program

•Support the facility management in linking with all partners working on HIV programs within the catchment area of the clinic

•Work with the facility management in conducting facility self-assessments (including SIMS) and regularly appraise the progress of HIV activities

•Support the facility management in conducting skills audits and providing onsite training of healthcare workers on HIV and TB/HIV programs

•Support facility management in the aggregation, verification, and reporting of all HIV services daily, weekly, monthly, and quarterly data to MOHCC, OPHID and other relevant stakeholders through the established platforms

2. Manage facility program resources for the organization

•Oversee the use of organizational resources at facility level in line with OPHID’s policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable

•Support the DPC in managing the performance of all facility level staff deployed at the facility and ensure that deliverables/outputs are met consistently

•Support the DPC in identifying needs for HRH placement, orientation, deployment, and performance management of all HRH resources (Nurses, PCs, DECs, CRFs, etc)

•Submit timely requests and acquittals for facility level resources in line with financial management policies and other relevant SOPs to support program implementation

3. Provide quality HIV preventions services and support the facility in implementing key HIV prevention activities (including PMTCT)

•Work with the facility management to adopt, implement and monitor facility activities for HIV prevention (adult HIV screening tools, index case testing, HIV self-testing, partner testing, targeted HIV testing) in all entry points and departments to achieve targets

•Work with facility management in implementing appropriate systems (client flow, self-test kits placement, screening tool placement etc) that promote uptake of HIV prevention services

•Work with facility management and service delivery staff to record HIV prevention services correctly and completely in appropriate registers, checklists, and other source documents

•Work with facility management and staff in identifying gaps and challenges impacting on HIV prevention, and promoting site level QI solutions and/or adoption of best practices from other sites within the district

•Support facility – community integration in the implementation of all HIV prevention activities

•Champion site level HIV prevention data analysis (entry point yield analysis, cascade analysis) to improve quality of services and achievement of site targets

•Submit timely, accurate and quality reports on all prevention activities conducted

4. Provide quality ART services and support the facility management and staff in enrolling PLHIV onto lifelong ART

•Work with the facility management and staff to adopt, implement and monitor facility action plans for enrolling PLHIV onto treatment (same day ART, DTG transition etc) to achieve ART enrolment targets

•Work with facility management and staff in implementing appropriate facility systems (same day ART, hand-to-hand referrals, booking of clients deferring ART initiation etc) that promote uptake and enrolment of PLHIV onto ART

•Work with facility management and staff to record ART services correctly and completely in appropriate care booklets, registers, checklists, and other source documents

•Work with management and staff in identifying gaps and challenges impacting on ART services, and promoting site level QI solutions and/or adoption of best practices from other departments within the facility

•Support facility – community integration in the implementation of all ART care activities

•Champion site level ART data analysis (monthly and quarterly cohort linkage analysis) to improve quality of services and achievement of site targets

•Submit timely, accurate and quality reports on all ART enrolment activities conducted

5. Provide quality ART monitoring and retention services, and support facility management and staff in monitoring and retaining patients in lifelong ART care

•Work with the facility management and staff to adopt, implement and monitor district activities for retaining and monitoring PLHIV on ART to achieve retention targets

•Work with facility management and staff in implementing appropriate systems (DSD models enrolment, pre-identification of patients due for VL, VL results management/updating on EPMS/EHR, unsuppressed VL management) that promote retention and monitoring on ART

•Champion the management of clients with unsuppressed VL within the facility, and support interdisciplinary viremia clinics

•Support health facility staff to correctly and completely record DSD, MMD, VL, and defaulter tracing services in appropriate care booklets, registers, checklists, and other source documents

•Work with facility management and staff to identify gaps and challenges impacting on ART retention, VL monitoring, and promoting site level QI solutions and/or adoption of best practices from other sites within the district

•Support facility – community integration in the implementation of all ART retention activities

•Champion site level ART retention data analysis (viral load coverage, viral suppression, remaining on ART, lost to follow up etc) to improve quality of services and achievement of site targets

•Submit timely, accurate and quality reports on all ART monitoring and retention activities conducted

6. Provide quality TB and TB/HIV services and work with the facility management and staff in implementing TB and TB/HIV management activities

•Work with facility management and staff to adopt, implement and monitor district activities for TB and TB/HIV management (IPT/TPT, GXP testing, TB algorithms etc) to achieve targets

•Work with facility management and staff in implementing appropriate systems (pre-identification of patients eligible for TPT, TB screening, sputum/CXR results management) that promote scale up of TPT and TB treatment

•Support facility management and staff to record TPT and TB services correctly and completely in appropriate care booklets, registers, and other source documents

•Work with facility management and staff in identifying gaps and challenges impacting on TB/HIV, and promoting site level QI solutions and/or adoption of best practices from other sites within the district

•Promote site level TB/HIV data analysis (weekly TPT initiation, Monthly TPT completion, TB cascade etc) to improve quality of services and achievement of site targets

•Submit timely, accurate and quality reports on all TB/HIV activities conducted

7. Provide quality cervical cancer screening and treatment services, and work with facility management and staff conduct cervical cancer screening and treatment activities

•Work with the facility management and staff to adopt, implement and monitor facility activities for cervical cancer screening and treatment (static and outreach sites model, LEEP camps etc) to achieve targets

•Work with the facility management and staff to scale up outreach services for cervical cancer targeting WLHIV on ART

•Work with facility management and staff in implementing appropriate systems (pre-booking of patients, integrated ART/cancer screening services, see and treat approach) that promote scale up of cancer screening services

•Work with facility management and staff to improve supply chain management of consumables needed for VIAC activities

•Support health facilities to record cervical cancer screening services correctly and completely in appropriate care booklets and registers

•Promote site level cervical cancer screening data analysis (weekly/monthly cascade analysis) to improve quality of services and achievement of site targets

•Submit timely reports on all CXCA screening activities conducted

Qualifications and Experience

Requirements

•Diploma/Degree in Nursing AND registered as a Registered General Nurse with the Nurses Council of Zimbabwe

•At least 5 years’ experience in clinical management of HIV and TB/HIV at public health facility level

•Completed course in Advanced HIV and AIDS Management preferred

•Experience in HIV and TB/HIV leadership role at facility level (nurse in charge, focal person) within MOHCC or the NGO technical assistance environment

•Proficiency in MS Office suite (Excel, Word, PowerPoint, Outlook), and online collaboration technologies.
