Job Description

Head- Procurement (Head Office): Grade E3
Reporting to the General Manager, the successful candidate will deliver the Authority's procurement strategy, ensuring adherence to procedures policies and standards. providing commercial guidance, tendering contracting and supplier management.

Duties and Responsibilities

Key Outputs

Oversee and champion the articulation and development of the overall Procurement function strategy and ensure alignment with NSSA's corporate strategy, business goals and objectives.
Set up and maintain a control framework to ensure that all procurement activities are effectively managed and are in accordance with the Authority's and Procurement Regulatory Authority of Zimbabwe (PRAZ) policies and procedures.
Set up a process of review for all contracts, supplies and suppliers ensuring that maximum value for money benefits are achieved through supplier rationalisation and maintaining an approved supplier list.
Ensure effective contract management across the Authority with regular reviews, development of Service Level Agreements and key performance measures.
Build and develop good relationships with key suppliers to ensure best value for money and internal customer satisfaction with services provided.
Assist all departments on how to come up with purchasing specifications to ensure that terms of reference are within parameters for efficient delivery of services.
Approve of specifications for competitive purchasing informal tenders and formal tenders to avoid re-run costs which impact the Authority negatively.
Draft all tender letters and requests to the Procurement Regulatory Authority of Zimbabwe (PRAZ) for purposes of reviewing and editing the required detail.
Approve of competitive thresholds and informal tender thresholds to safeguard adherence to the Public
Procurement & Disposal of Public Assets Act.
Recommend disposal of immovable assets in the Authority to ensure that value creation is achieved at the end of the depreciation life of an asset.
Superintend over internal auctioning of immovable assets to ensure that the Authority gains from depreciated assets.

Qualifications and Experience

Qualifying Requirements

A BSc Degree in Procurement Supply Chain, Business Management or equivalent.
A minimum of 5 years proven working experience as a procurement manager.
A minimum of 7 years' human capital management experience, 3 of which should have been at senior
management level.

Key Competencies and Characteristics

Knowledge of sourcing and procurement techniques as well as a dexterity in "reading" the market.
Talent in negotiations and networking.
Good knowledge of supplier or third-party management software.
Aptitude in decision making and working with numbers.
Experience in collecting and analysing data.
Sound knowledge of Public Sector procurement procedures.
Excellent people management skills.
