Job Description

PURPOSE: Public-Private Partnerships (PPPs) are long-term cooperative agreements established between the Government of Zimbabwe and the Private Sector to build modern, sustainable, and reliable Infrastructure and Utilities to meet the demands of Vision 2030, transforming the country into an Upper-Middle Income Economy. The Head of PPPs plays a strategic role in ensuring the delivery of ZIDA's PPPs mandate in line with Part VII, Public-Private Partnerships, of the Zimbabwe Investment and Development Agency Act [Chapter 14:37]. Reporting to the Chief Operating Officer and working with wider internal and external strategic stakeholders to structure, promote, mobilize, and deliver local and foreign investment into Zimbabwe's PPPs. They formulate and deliver a strategic framework for developing, structuring, operating, licensing, and managing PPPs across Zimbabwe's economic sectors and regions. Ensuring PPPs are well designed, benefit from a balanced regulatory environment, good governance, and are crucially financially sustainable. They maintain wide-ranging knowledge of PPPs, solicited and unsolicited, and related strategic issues and provide information, and advice, to clients and stakeholders.

Duties and Responsibilities

KEY RESPONSIBILITIES
• Lead and support the design, development, delivery, and implementation of a strategic framework, including policies and programs to allow ZIDA to deliver PPPs across the Zimbabwean economy, guided by existing strategic frameworks and the national agenda, including NDS 1
• Provide leadership in identifying, developing, structuring, operating, contracting, licensing, and managing PPPs, drawing on commercial and noncommercial financing across all sectors, including the energy, transport, urban development, financial, agriculture, and social services sectors.
• Ensure PPPs are modern, sustainable, competitive, reliable, and affordable to the contracting authority, providing value for money along with optimum transfer of technical, operational, and financial risks to the counterparty
• Develop adequate policies, processes, and strategies for managing both unsolicited and solicited PPPs ensuring that projects requiring competitive market bidding are appraised fully. All financial and risk components are adequately identified, quantified, and allocated consistent with prescribed methodologies.
• Develop and enhance the PPPs framework to ensure both ZIDA and the country harness the value of centralized services and standards of excellence in the PPPs delivery journey, including providing strategic, operational, and technical assistance to all our key partners at all stages of a project life cycle.
• Develop the PPPs framework for working with Contracting Authorities and strategic partners in the appointment of transaction advisers to assist in the project development process, as appropriate, ensuring that best in class capabilities and standards are developed within ZIDA, delivering scalability and value for our PPPs platform
• Delivery benchmarked strategic framework for the development, review, and implementation PPPs through project preparation, feasibility studies, competitive bidding, negotiation, and contract management and ensure compliance
• Implement Innovative Solutions to deliver PPPs, further accelerating economic growth
• Lead the engagements with the Ministry of Finance and Economic Development, and any other relevant authorities, including contracting authorities, through agreed channels, across Zimbabwe, and beyond, in the determination and where necessary negotiation of special fiscal and monetary incentives, including but not limited to National Project Status, policies and regulations for investors in the PPPs.
• Lead, and manage team members and other strategic internal and external stakeholders to deliver PPPs
• Monitor the implementation of public, private partnership projects in conjunction with Contracting Authorities to ensure compliance with the agreement's provisions.
• Develop and implement the provision of training to Contracting Authorities on public, private partnership projects.
• Provide technical expertise to Contracting Authorities on project structuring, feasibility studies, joint venture/public-private partnership contract development/drafting, negotiations, and project finance.
• Promote economic development and growth through the development of modern, sustainable, environmentally friendly, and reliable Infrastructure and Utilities to meet the demands of Vision 2030
• Build key investor relationships, identify business opportunities, negotiate and complete deals, and maintain extensive knowledge of current market conditions.
• Plan, organize, coordinate, and implement investment outreach missions and roadshows to promote PPPs as an ideal investment destination.
• Lead and represent PPPs in various fora, liaise with stakeholders, and Investors, as needed, increasing awareness of PPPs in Zimbabwe as a vehicle for economic development and delivery of public services.
• Engage in regular research and market insight and sounding to stay appraised of the Zimbabwean economy, regional and African economic landscape, global financial markets, emerging trends, and general current events as they affect PPPs
• Analysis and Reporting of PPPs data and trends to summarize findings, develop weekly, monthly, quarterly, and annual reports to share with stakeholders
• Work across Operations as needed, OSISC, and across ZIDA to strategically support the delivery of PPPs
• Engage in Knowledge Management processes across OSISC, Operations, and the rest of ZIDA by sharing Investment reports and key strategic takeaways, tracking, and sharing best practices in Investment across ZIDA
• Follow and observe set operating procedures, guidelines, systems, and processes
• Interpret regulations, policies governing investment promotion and provide advice to potential investors.
• Improve Zimbabwe's Doing Business and Global Competitiveness rankings through PPPs

Qualifications and Experience

QUALIFICATIONS AND EXPERIENCE

• Essential: An advanced qualification in Investment Management, Business Management, Portfolio Management, Statistics, Corporate Finance, Risk Management, Development Finance, International Development, etc.
• Preferable: Experience in Investments and Finance, including at managerial level, or holder of advanced certification, e.g., MBA, CFA.
• Significant professional experience in Infrastructure, Structured Finance, and PPPs, including hands-on experience in originating, structuring, and executing debt, loans, equity, SPV, and related public and privately traded structures to finance infrastructure projects
• An excellent understanding of both public and private multi-asset investment, market instruments and market sources of financing and other sources of financing and risk management in Zimbabwe, the region, across Africa and beyond
• Experience in structuring and financing low carbon infrastructure in Clean Energy, Solar, Wind, Hydro PPPs is desirable
• Demonstrated ability to negotiate with project sponsors, financing parties, institutional investors, and governments
• Knowledge of fundraising, corporate finance, due diligence, risk management, and investment advisory in developing capital markets, including in Africa
• Strong technical, financial modeling skills including in corporate finance quantitative, statistical analysis
• Proven strong analytical capabilities, particularly in credit assessment and risk mitigation
• Candidate must have a strong track record of excellence in written communications in English
• International experience working in Infrastructure, PPPs, or development is an added advantage
• Demonstrable portfolio of executed PPP and related mandates
• Client-centric culture, with an ability to effectively engage with clients and business partners at a
team, senior and strategic level
• Strong background in investment or development banking or transaction advisory with experience in private sector investments, state-owned entities, utilities/infrastructure authorities, and government.
• Ability to manage, support, and mentor the team
• Strong business acumen, judgment, and problem-solving skills
• Competence in Infrastructure and PPPs, Standard Enterprise and Investment Technology, Market Data, and Risk analysis technology is highly desirable.
