Job Description

This role will provide programmatic leadership on a large donor funded accountability contract in Zimbabwe. The purpose of the role includes managing and supporting a team with technical input, and ensuring effective management and delivery of the programme and appropriate support for partners. The Head of Programmes will provide substantial programmatic guidance and oversight to the thematic programme staff and consultants delivering the programme interventions. Key deliverables include ensuring quality programme and budget management, agreeing a results framework (with the Monitoring and Evaluation lead) and ensuring demonstrable results and a clear rationale behind the programme
strategy and specific programme interventions. The postholder will provide representation on programme issues where appropriate, and engage and network with relevant actors externally and internally.
Additionally the postholder will deputise for the Team Leader as required.

Duties and Responsibilities

The role of the Head of Programmes is a key position required for programme design and implementation of the donor contract in Zimbabwe. The six core components of the programme are:
a) Enabling citizen to access essential documentation
b) Strengthening media freedom and access to information
c) Tackling illicit financial flows and holding the elite to account for corruption
d) Holding authorities to account on climate change priorities
e) Improved quality of the elections process
f) Monitoring, assessments and learning by the Supplier
The Head of Programmes is based in Zimbabwe and employed on a fixed term local contract for
the duration of the contract.

Qualifications and Experience

Applied skills/knowledge and expertise
Essential
• Degree – or equivalent - in relevant discipline
• Significant experience in a field-based management position for a complex, multi-sectoral, international development donor-funded programme
• Proven track record in developing and maintaining relationships with a variety of stakeholders, including government agencies
• Excellent understanding of and experience working in Zimbabwe
• Technical expertise in programme areas
• Experience of working with donors such as FCDO, USAID, UN on major programmes
• Proven experience mentoring and strengthening technical skills of staff
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
• Adaptable approach to programme delivery and to working with others
• Extensive experience in Monitoring and Evaluation and knowledge management.
• Fluent English, written and spoken
