Job Description

The Specialist will work under the direct supervision of GPB unit T.L and overall supervision of the DRR-Programmes. The Specialist will also liaise very closely with the TL PRECC. Overall, She/he will cooperate with all the programme members as necessary.

Duties and Responsibilities

Provide strategic policy and technical advice in public sector reform and institution building, focusing on the achievement of the following results:
Develop a strategic vision of the scope and content of Public Sector reforms and related institution building strategies, together with government counterparts;
Develop and coordinate the delivery of long-term training programmes for civil servants;
Provide substantial inputs into policy debates on public sector reform processes with government and civil servant counterparts;
Provide direct technical advice to counterparts, including training seminars, knowledge products and other key Project activities;
Provide policy briefings and participate to missions related to public sector reform and institution building;
Conceptualize, plan, participate and coordinate periodic reviews and assessments of project implementation in public administrative reform and institution building;
Formulate coordinated approaches to administrative reform and institution building to maximize impact.
Provide technical advisory support and oversee the development of the Public Sector Reform and Lands Project :
Provide technical support towards the Public Service Commission (PSC) in the completion of the implementation of the approved Plans on Public Sector Reform;
Provide technical and advisory support to the 3-lead institutions in Public Sector Reforms (PSC, OPC and MOFED) on the implementation of the comprehensive public sector reform strategy working closely with the Advisors and other staff on the project;
Produce key and analytical progress update reports compliance documents for the Project monitoring dashboards;
Working with PRECC Unit and the Head of the Governance Unit, review and support a governance centered approach to realization of governance outcomes under the Lands Project as a contrition to the broader public sector reform agenda;
Support the development of strategic analytical engagement products and documents for implementation of interventions on governance, human rights agenda;
Provide analytical, policy advisory services, and analysis of political, social and economic trends affecting activities within the governance portfolio.
Produce key strategic governance briefs, concepts and ideation products in tandem governance portfolio needs;
Drafting and/or substantive reviews, inputs to respective annual project reports.
In close collaboration with the other UN agencies, strategically position UNDP as a lead player and donor/resource focal point in public sector reform and institution building, focusing on the achievement of the following results:
Play an active role in policy advice, strategic thinking, knowledge sharing on issues of public sector reform and institution building;
Promote information sharing with the donor community by initiating and/or participating in consultative meetings and preparing briefs on public sector reform and institution building progress and activities;
Promote flow of information and resources between and among the various national and local levels of governance to improve institutional effectiveness and cost-effective service delivery;
Develop strategy to coordinate overall UNDP support to public sector reform and institution building vis-à-vis related reforms in local governance, including fiscal decentralization;
Conduct analytical work (e.g. institutional and risk analyses, capacity assessment, policy reviews) on public sector reform and institution building, highlighting UNDP support and strategy.
Ensure strengthened coordination with donors and other partners, focusing on the achievement of the following results:

Minimizing duplication and overlapping, reducing transaction costs and maximizing impact and efficiency;
Prepare position papers and resource mobilization strategy for discussion with relevant stakeholder.
Ensure efficient project management and coordination focusing on the achievement of the following results:
Preparation and implementation of the annual result-based work plans and result frameworks as endorsed by the management;
Prepare monthly and quarterly progress reports and organize, correspondingly, monthly and quarterly progress reviews;
Ensure regular monitoring of progress, preparation of progress reports and organization of regular evaluations and reviews;
Support management in creating a positive and appreciative atmosphere for team-based work in UNDP and advocating for the work of UNDP;
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
Prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector.

Qualifications and Experience

Required Skills and Experience
Education
Master’s Degree in Law, Public Administration, Political Sciences, Social Sciences or related field.
A bachelor’s degree with 2 additional years of experience may be accepted in lieu of post-graduate qualification.
Experience
A minimum of 7 years’ experience in several broad areas of governance and human rights. A minimum of 7 years research and paper/report writing experience including ability to write high quality reports, conduct research and articulate ideas in a clear concise style.
International experience is an added advantage.
The successful candidate must demonstrate maturity and neutrality in dealing with sensitive issues.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and database packages.
Proven track record of programming in the UN system and working knowledge of the UN system.
Language Requirements
Fluency in English and at least one local language.
Excellent command of English and good communication Skills
