Company Description
CARE began working in Zimbabwe in 1992 in response to a severe regional drought. After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small businesspersons in the rural areas.

CARE Zimbabwe’s overall goal is to empower disadvantaged and poor households to meet their basic needs. Programs promote sustainable livelihoods of poor and vulnerable people.

Duties and Responsibilities

Job Description
The incumbent will be responsible for providing strategic advice and technical programmatic direction to the country office for gender related programming focusing on gender equity integration within the Country Office; and contributing towards the achievement of organisational goals and objectives

Key duties and Responsibilities
• Leads the development of the country office gender and women empowerment strategy
• Develops gender action plans to be used by each technical area to integrate gender in all activities throughout the Consortia.
• Liaises with the Assistant Country Director to ensure appropriate internal communication and feedback systems are in place and functioning properly in order to enhance the flow of communication in the roll-out of the gender strategy.
• Participates in International and national fora on Gender equality and communicates national and international best practices in gender equality programming
• Develops necessary methods and tools, such as overall guidelines and checklists for specific technical areas to integrate gender
• Advises and supports the country office and partners to implement the gender strategy and to ensure technical approaches and operational plans integrate gender considerations
• Facilitates cross-learning visits amongst partners on implementation of gender strategies.
• Conducts field monitoring visits to project sites to gain adequate knowledge of the potentials and constraints, and the work environment, in order to be able to provide better support to the implementing teams.
• Conducts Country Office gender analysis and associated roll-out and integration of learning
• Inputs into the development of M&E framework and tools that enable Country Office to collect the desired gender outcome data
• Develops a Terms Of Reference (TOR), guides and supervises consultants on specific project assignments and provides feedback on their work.
• Contributes to the development of CARE Zimbabwe evidence-base that supports measurable gender equality programming contribution to long-term programs for specific impact populations
• Provides input into the design of Country Office Gender Policy and Strategies that address gender equality gaps
• Trains and sensitise CO staff on Gender equality and equity.
• Collaborates with key stakeholders such as Line Ministries, technical partners, NGOs and academics working on gender
• Participates in gender coordination platforms at national level and geographic areas of operation

Qualifications and Experience

Qualifications
• Degree in International Development/Women’s Studies/Social Science/Public Policy/Gender Studies or other relevant field.
• Advanced Degree in Gender/Women studies will be required
• 5 to 6 years’ experience with development programs working on gender equity and equality programming
• Good interpersonal and communication skills
• Ability to operate independently and also as part of a team
