DREAMS Monitoring & Evaluation Manager x1: Zimbabwe Technical Assistance, Training and Education Center for Health (Zim-TTECH).

About the organization
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of Monitoring and Evaluation Manager in Matabeleland North province. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment is for twelve (12) months effective 01 October 2020 to 30 September 2021 and is renewable subject to availability of funding and satisfactory performance of the candidate.
Position Summary:
The incumbent will be responsible for the overall design and execution of the DREAMS M & E infrastructure at Zim-TTECH, including identifying and meeting M&E performance standards as well as data security, integrity, and privacy requirements. This management role is part of the core data governance team, which is responsible for the oversight of all data collected, processed, stored and published. The DREAMS M&E Manager will be the lead on executing elements of the data governance strategy for DREAMS, both directly and through the management of the DREAMS M & E team in collaboration with other ZimPAAC consortium partners. The incumbent will report to the Senior Program Manager – Strategic Information and Evaluation.

Duties and Responsibilities

Providing technical leadership and project management in implementing DREAMS Scope of Work and M & E framework; Fostering a “big-picture” mindset and holistic understanding of the program within the entire project team; Participating in the design, development, implementation, and maintenance of a consortium-wide M&E systems both electronic and paper-based information systems and in the design and management of study and M&E/ICT tools as need arises; Responding to information demand placed on consortium by CDC, MoHCC and I-TECH headquarters by effectively delegating and coordinating collection, analysis and presentation of available information in a structured manner which ensures quality standards are maintained; Collaborating closely with consortium partners to assist in implementing the DREAMS program according to project timelines, plans and objectives; Leading in the statistical analysis and interpretation of results, data and information for program and policy development; Disseminating results of program interventions and analysis of process/activity and clinical outcome data in a timely manner; Ensuring that all operational research activities are well coordinated and running according to approved protocols; Working with consortium partners to ensure the application of appropriate research methodology as it relates to data collection, survey/sampling techniques and data analysis; Managing work-plan implementation, specifying work-breakdown structure, responsible person/s for each activity, timelines and associated SOPs; Conducting routine and regular strategic program planning meetings with DREAMS partners using evidence gleaned from data analysis and interpretation; Managing the program request tracker which logs all requests/plans submitted and documents and tracks date, time, responsible person, expected delivery time, actual time delivered, and any challenges or issues experienced and flaging critical success factors that will be off-track; Scheduling meetings/calls as required, including routine (standing calls) and ad hoc meetings; Coordinating DREAMS partners, M&E teams to ensure implementation fidelity and timely reporting to funder and MoHCC; Empowering other consortium SI leads to supervise effectively, work independently and have a sense of shared ownership, pride and responsibility of the work and clearly specifying expected outcome, timelines and making follow-ups to assess progress; Cultivating and institutionalizing a problem-solving and critical thinking culture within team members by modelling expected behaviour and coaching team members; Representing the organization as the Point of contact for DREAMS SI related issues and actively participating in Technical Working Groups for the DREAMS program, as well as national, provincial and district review meetings as required; Working with both USAID and CDC DREAMS partners to review and strengthen the DREAMS M&E system and communicating realistic timelines to all DREAMS partners in the consortium; Performing any other duties as assigned

Qualifications and Experience

Advanced degree in Biostatistics, Epidemiology, Public Health or related field is required; Possession of an MBA would be an added advantage; Minimum of 7 years working experience in health-related projects with increasing responsibility in senior leadership and management positions; Experience in designing monitoring and evaluation frameworks, including functional setting up and managing electronic health information systems and be proficient in at least one statistical software package e.g. STATA, SAS or SPSS; Advanced skills in MS Excel, including pivot-tables, formatting, statistical functions and formulas and good knowledge in other packages like MS Word and PowerPoint; Strong quantitative data analysis skills, including study design and applying appropriate research methods and implementing studies according to protocols; Demonstrated project management skills, including budget preparation and monitoring; Excellent inter-personal, report writing and presentation skills, including study protocol administration and interfacing with relevant stakeholders.
