DREAMS Monitoring and Evaluation Assistants x4: Zimbabwe Technical Assistance, Training and Education Center for Health (Zim-TTECH).

About the organization
Zim-TTECH is seeking highly qualified and experienced applicants to fill the positions of DREAMS Monitoring and Evaluation Assistants in Matabeleland North province. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment is for twelve (12) months effective 01 October 2020 to 30 September 2021 and is renewable subject to availability of funding and satisfactory performance of the candidate.
Position Summary:
The main objective of the DREAMS Monitoring and Evaluation Assistant is that of providing site-level strategic information and evaluation support to facility staff including DSD cadres, ensure timely and effective data collection, cleaning, analysis, use and reporting on program performance. The M&E Assistants will report to the DREAMS District Strategic Information Officers and will work closely with the DSD staff, reviewing data weekly, monthly and quarterly, discussing program performance and taking any corrective measures and implementing improvement ideas and strengthening identified best practices at facility level.

Duties and Responsibilities

Responsibilities
Working with facilities in following procedures in generating unique identifiers for DREAMS client according to the SOP and flag any issues with the DREAMS DSIO and supervising Data Entry Clerks in capturing and updating data in DREAMS DHIS2 and other electronic systems; Assisting supported facilities with relevant documentation such as appointment diary management, filing and organizing client records and pulling client booklets to ensure complete documentation of all clinical consultations and visits; Supporting referral follow ups by DREAMS partners and ensure that all referrals to and from assigned facilities are closed in the system; Monitoring and tracking device syncing to central server, ensuring that all DREAMS forms with captured data are synced weekly and each facility timely submits complete, clean, and quality data; Supporting the collection and analysis of all process data and MER indicators on a weekly, monthly, quarterly, semi-annual, and annual basis and collaborating with facility and district teams to compile and consolidate high quality data and narrative reports on program activities; Providing on-site first level support and mentoring DECs and facility staff on the use of DREAMS DHIS2 and other electronic systems in use and flaging out any identified challenges; Ensuring all electronic devices at facilities are well maintained, properly managed and in good working condition, and report any issues that cannot be resolved at facility level; Ensuring all registers in use at the facility are accurately completed and properly maintained and stored securely and collaborating with the facility Sister-in-Charge, DSD staff and DECs in conducting routine data quality audits at the health facility; Performing routine analyses and visualization of program data in DHIS2 dashboard and Power BI, including cascades across core indicators, to enable evidence-based programming at facility level; Tracking performance against annual targets, and following up on action points, including challenges identified until they are resolved and reviewing facility-level dashboards and graphs with facility staff and Sister-in-Charge to discuss performance on a weekly basis; Assisting staff in planning for client appointments and follow-up visits on a weekly basis and attending review meetings according to the Zim-TTECH calendar as and when budget permits; Participating in weekly quality improvement huddles with facility staff to discuss ideas for improvement, progress made, and any challenges identified.

Qualifications and Experience

Bachelor’s degree in any of the following: Biostatistics, Statistics, Mathematics, Demography, Nursing, Public Health, Health Promotion, or any other health related field; Minimum of 3 years working experience in strategic information and evaluation coupled with excellent computer skills including but not limited to, Microsoft Excel, MS Word and MS PowerPoint and experience in working with DHIS2 will be an added advantage; Great inter-personal skills and demonstrated ability to work independently as well as collaboratively; Excellent inter-personal, report writing and presentation skills, including fluency in English and one or more of the local languages spoken (e.g. Ndebele and Shona); Experience in working with MoHCC or health-related implementing partners coupled with a strong understanding of the Zimbabwe health care system structures.
