DREAMS District Strategic Information Officers x4: Zimbabwe Technical Assistance, Training and Education Center for Health (Zim-TTECH).

About the organization
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of DREAMS District Strategic Information Officers. The vacancies have arisen in Matabeleland North province. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment is for twelve (12) months effective 01 October 2020 to 30 September 2021 and is renewable subject to availability of funding and satisfactory performance of the candidate.
Position Summary:
The position’s objective is that of ensuring that the DREAMS program is effectively able to collect, analyse and report on performance and demonstrate impact consistent with the organisation’s mission at the district and local level. The incumbents will report to the DREAMS Monitoring and Evaluation Manager and will work closely with the district program team to ensure that activities are effectively implemented to allow for effective programme management and performance reporting.

Duties and Responsibilities

Responsibilities
Ensuring DREAMS data captured on forms is weekly and monthly recorded in the DHIS2 system and that all registers and forms are completed accurately, consistently, regularly and timeously; Supervising Monitoring & Evaluation Assistants and Data Entry Clerks in cleaning, verifying and validating data entered in DHIS2 and other electronic systems and ensure corrections are done before the end of each month; Supporting data collection and reporting of clinical processes and outcomes (including MER data) on program specific indicators on a weekly and monthly basis; Working collaboratively and closely with Zim-TTECH consortium partners, MoHCC and PSI colleagues in conducting routine data quality audits at health facilities within the district, flaging out any issues with the DREAMS DHIS2 system and in tracking and reporting both challenges and outcomes of various interventions implemented by partners in the program; Providing first line support to staff on the use of the reporting systems (process, and outcome data (including MER indicators); Conducting weekly meetings with DREAMS partners in the district to review referrals, close and plan for follow up for any open referrals; Performing routine and ad-hoc analyses and visualization of program data in DHIS2 dashboard and Power BI, including cascades across core indicators to enable evidence-based programming at District level; Consolidating data from other DREAMS Partners in the district, preparing it for routine data analysis and reporting to Zim-TTECH, DMO, DAC, MoHCC and supporting partners on a weekly, monthly, and quarterly basis and facilitating the interpretation and use of M&E data at district level meetings; Performing regular onsite-data-verification (OSDV), calculating a “verification factor” related to the reported data and referrals made and closed between partners; Tracking performance against annual targets, conducting trend analyses, and following up on action points, including problems/challenges identified until they are resolved; Providing guidance to all district and facility level cadres on program performance based on dashboards in Power BI and DHIS2 and rendering on-site coaching and level II user support for DHIS2 and other electronic systems, according to help desk procedures; Conducting and coordinating data related Continuous Quality Improvement (CQI) projects in all supported facilities; Coordinating partner meetings to review, analyse and discuss district data before submission to the provincial and national level within set deadlines; Attending district coordination and review meetings according to MoHCC calendar whenever the budget permits; Supporting and mentoring DSICLOs, MEAs, DECs and facility health staff in the collection and reporting of clinical process, MER outcome using DHIS2 and other electronic systems; Ensuring program electronic devices at designated facilities are well maintained, properly managed and in good working condition and reporting on any challenges encountered; Coordinating with consortium partners in the district to ensure all work products and deliverables are timely submitted; Conducting routine and regular on-site support to health facilities in accordance with Zim-TTECH travel and administrative policies as informed by program data performance.

Qualifications and Experience

Qualifications, Skills and Experience
Bachelor’s degree in any of the following: Biostatistics, Nursing, Mathematics, Public Health, Health Promotion or related field is required; Minimum of 3 years working experience managing, analysing and reporting health related program/project data and information, experience with DREAMS program and in working with DHIS2 data will be an added advantage; Advanced skills in MS Excel, including pivot-tables, formatting, statistical functions and formulas and in other packages like MS Word and PowerPoint; Strong quantitative data analysis skills including conducting data cleaning, verification and trend-analyses with proficiency in at least one statistical software package e.g. STATA, SAS or SPSS will be an added advantage; Great interpersonal, report writing and presentation skills with fluency in English and Ndebele coupled with general understanding of one or more of the other local spoken languages and have demonstrated ability to work independently and collaboratively; Experience in working with MoHCC or health-related implementing partners coupled with a strong understanding of the Zimbabwe health care system structures.
