District Strategic Information Officers x3: Zimbabwe Technical Assistance, Training and Education Center for Health (Zim-TTECH).

About the organization
Zim-TTECH is seeking highly qualified and experienced applicants to fill the position of District Strategic Information Officers. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. Zim-TTECH is funded by PEPFAR through the Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC) under the Zim-PAAC (Zimbabwe Partnership to Accelerate AIDS Control) program. The contract of employment is for twelve (12) months effective 01 October 2020 to 30 September 2021 and is renewable subject to availability of funding and satisfactory performance of the candidate.
Position Summary:
The position’s main objective is that of ensuring the program is effectively able to collect, analyse and report on performance and demonstrate impact consistent with the organisation’s mission at the district and local level. The incumbents will work closely with the district programme team to ensure activities are effectively implemented to allow for effective programme management and performance reporting. Successful candidates will report to the respective Strategic Information Coordinator.

Duties and Responsibilities

Responsibilities
Ensuring all registers are completed accurately, consistently, regularly and all reports are submitted on time; Supporting the collection and reporting of clinical process and outcome (including MER) data on program specific indicators on a weekly and monthly basis as required by program management, through ZDIP data entry forms (CommCare forms); Working collaboratively and closely with the DSICLOs, Provincial Focal Persons (PFPs), and Monitoring and Evaluation Assistants (MEAs) through conducting routine data quality audits at health facilities within the district; Supervising the work of File Archivists to ensure all patient care booklets are correctly filed and are actively monitoring changes to the cohort of Clients who are on treatment; Cleaning, verifying, and validating data entered into electronic systems (EHR, ZDIP), ensuring all forms are identified, flaging those with incorrect data and syncing cleaned data to the server and preparing it for routine analysis and reporting to internal and external stakeholders; Conducting routine on-site support to health facilities in accordance with Zim-TTECH travel and administrative policies; Providing technical support for Electronic Patient Monitoring System (EPMS), Electronic Health Record (EHR) and ZDIP Data entry system (CommCare), implementing sites to strengthen their monitoring systems for the HIV & TB programme and the review and analysis of reports generated; Collaborating with provincial and district teams to conduct granular site management, compiling and consolidating weekly, monthly and quarterly reports on program activities within the province and with DHIOs to ensure timely and complete reporting in DHIS2 by all facilities in the district at both PEPFAR and Non-PEPFAR supported facilities; Conducting routine analyses and visualization of program data in Power BI, including cascades across core indicators, to enable evidence-based programming at District level cascades; Conducting regular onsite-data-verification (OSDV), calculating a “verification factor” related to the difference between DHIS2, monthly return form and facility data, and reporting monthly, to monitor data quality and having ad-hoc data analysis focusing on different indicators; Triangulating intervention data and information collected using various electronic platforms, including but not limited to DHIS2 and in-house electronic systems (ZDIP Data Entry, CommCare Forms); Tracking performance against annual targets, conducting trend analyses and following up on action points, including problems/challenges identified until they are resolved; Providing guidance to all district and facility level cadres (DSD OI/ART Nurses, PC Testers and MEAs) on program performance based on dashboards in Power BI and in the strengthening of M&E systems to encourage the use of data for learning and improvement; Conducting and coordinating data related Continuous Quality Improvement (CQI) projects in all supported facilities; Reviewing district and facility-level Power BI patient-level reports and graphs with the district and facility level DSD staff and SIC, where possible and discussing performance on a weekly basis; Providing feedback to the DMO, DNO and DHE on evidence collected and ensuring their involvement in the district formulation of strategy; Leading the analysis and writing of district weekly, monthly, quarterly, semi-annual and annual programmatic performance reports and their submission in stipulated timelines; Attending to district coordination and review meetings according to the MoHCC calendar and as budget permits and facilitating the interpretation and use of M&E data; Supporting and mentoring DSICLOs, MEAs, DSD OI/ART nurses and PC Testers in the collection and reporting of clinical process and MER outcome data in the CommCare mobile application and helping in Level 0 and 1 helpdesk support to DSD OI/ART nurses, PC Testers and M&E Assistants; Ensuring mobile devices at designated facilities are well maintained, properly managed and in good working condition and escalating unresolved issues; Working closely with MoHCC, Zim-TTECH consortium partners and other implementing partners to track and report both challenges and outcomes of various interventions implemented by partners in the program.

Qualifications and Experience

Qualifications, Skills and Experience
Bachelor’s degree in any of the following: Biostatistics, Nursing, Mathematics, Public Health, Health Promotion or related field; Minimum of 3 years working experience managing, analysing and reporting, health related program data and information and in working with DHIS2 data; Advanced skills in MS Excel, including pivot-tables, formatting, statistical functions and formulas and good understanding of MS Word and PowerPoint; Strong quantitative data analysis skills including conducting data cleaning, verification and trend-analyses with proficiency in at least one statistical software package e.g. STATA, SAS or SPSS will be an added advantage; Great interpersonal, report writing and presentation skills with fluency in English and Ndebele coupled with general understanding of one or more of the other local spoken languages and have demonstrated ability to work independently and collaboratively; Experience in working with MoHCC or health-related implementing partners coupled with a strong understanding of the Zimbabwe health care system structures.
