Job Description

JF Kapnek a registered PVO which has been operating in Zimbabwe since 1986 whose mission is to improve family health, reduce child mortality and create educational opportunities for the children of Zimbabwe through the implementation of scalable, sustainable programs is seeking to fill the vacancies below:

District Community Officer (DCO)r- Reports to District Program Coordinator X 1 (Zaka)

Duties and Responsibilities

The objectives of the position:

Coordinate implementation of district HIV program activities at community level
• Support the DPC in coordinating all partners working on HIV and OVC programs within the community in the assigned district including all community-based organizations (CBOs)
• Coordinate monthly meetings for CBOs and other partners working in the community in the assigned district
• Coordinate and oversee the aggregation, verification and reporting of all program weekly, monthly and quarterly community level data into JF Kapnek Trust and USAID databases
• Submit timely, accurate and quality reports on all district community coordination activities performed

Manage district program resources for the organization
• Prepare the district community level annual budget and workplan in consultation with DPC
• Oversee the use of organizational resources in line with JF Kapnek Trust’s policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable
• Manage data driven Community HIV Services Provider and Ward ART Coordinators (WAC) placement, and the recruitment, training, orientation, deployment, and performance management of the same
• Submit monthly projections and monitor expenditure against budget, explaining any variations thereof
• Submit timely requests and acquittals for resources in line with financial management policies and other relevant SOPs to support program implementation
Support the smooth running of facility/community interface for enrolling PLHIV onto lifelong ART
• Work with the DPC to adopt, implement and monitor national strategies for enrolling PLHIV onto treatment (same day ART, DTG transition etc) to achieve ART enrolment targets
• Support implementation of the appropriate systems (same day ART, hand-to-hand referrals, booking of clients deferring ART initiation etc) that promote uptake and enrolment of PLHIV who are tested in the community onto ART
• Support the correct and complete documentation of community level ART services in appropriate care booklets, registers, checklists and other source documents
• Support Community HIV Services Provider and Ward ART Coordinators in identifying gaps and challenges impacting on ART services, and promoting local QI solutions and/or adoption of best practices from other sites within the district
• Promote site level ART data analysis (monthly and quarterly cohort linkage analysis) to improve quality of services and achievement of site targets
• Submit timely, accurate and quality report on all ART enrolment activities conducted
Support the retaining patients in lifelong ART care from the community level
• Work with the DPC to adopt, implement and monitor national strategies for retaining and monitoring PLHIV on ART (DSD models, CLI) to achieve retention targets
• Support Community HIV Services Providers in implementing appropriate systems (DSD models, pre-identification of patients due for VL, unsuppressed VL management) that promote retention and monitoring on ART
• Support Community HIV Services Providers to correctly and completely record MMD, VL and defaulter tracing services in appropriate care booklets, registers, checklists and other source documents
• Support DPC in identifying gaps and challenges impacting on ART retention, and promoting site level QI solutions and/or adoption of best practices from other sites within the district
• Promote ward level ART retention data analysis (viral load coverage, viral suppression, remaining on ART, lost to follow up etc) to improve quality of services and achievement of site targets
• Submit timely, accurate and quality reports on all retention activities conducted

Support community level TB/HIV management activities

• Work with the DPC to adopt, implement and monitor national strategies for TB/HIV management (IPT/TPT, GXP testing, TB algorithms etc) to achieve targets
• Support Community HIV Services Providers in implementing appropriate systems (pre-identification of patients eligible for TPT, TB screening) that promote scale up of TPT and TB treatment
• Support Community HIV Services Providers to correctly and completely record TPT and TB services in appropriate care booklets, registers, and other source documents
• Support Community HIV Services Providers in identifying gaps and challenges impacting on TB/HIV, and promoting site level QI solutions and/or adoption of best practices from other sites within the district
• Promote local level TB/HIV data analysis (weekly TPT initiation, TB cascade) to improve quality of services and achievement of site targets
• Submit timely, accurate and quality reports on all TB/HIV activities conducted

Support the district integrated outreach activities
• Work with the DPC to adopt, implement and monitor national strategies for integrated outreach including cervical cancer screening and VL services to achieve targets
• Work with the DPC to scale up outreach services
• Support appropriate documentation during outreach services
• Support DPC with supply chain management of consumables needed for integrated outreach
• Submit timely reports on all integrated outreach activities conducted

Qualifications and Experience

Requirements
• General nursing diploma or bachelor’s degree in nursing, and a Registered General Nurse with the nursing council
• At least 3 years’ experience in clinical management of HIV and TB/HIV at public health facility level
• Completed course in Advanced HIV and AIDS Managed preferred
• At least 2years’ experience in HIV and TB/HIV programs management at district level within MOHCC or the NGO technical assistance environment
• Class 4 drivers License is an added advantage
• Additional qualification/experience in monitoring and evaluation
