Duties and Responsibilities

DUTIES AND RESPONSIBILITIES
1. Formulate, develop and review policies and strategies aimed at increasing development of specific skills in Tertiary Education institutions that address critical skills shortages in the economy.
2. Oversee he conduct of comparative studies to identify critical shortage skills areas and make policy interventions for informed skills development in the country's Tertiary Education subsector ( Polytechnics and Teachers Colleges).
3. Coordinate the country's tertiary education institutions for the production of graduates with innovative critical skills.
4. Dive the forecasting and quantification of blue skills needs for the country and come up with programmes and strategies to develop those skills in order to address the county's development agenda
5. Consult the Zimbabwe Manpower Development Fund (ZIMDEF) for funding of manpower development initiatives and stateless that addresses he issue of critical shortage in the economy
6. Superintend over the implementation of Tertiary Education Progammes and strategies that lead to industrialization and modernzation of the economy.
7. Facilitate the acquisition of competencies needed to practice a trade or occupation for self and labour market employment for all Tertiary Education Institutions
8. Manage and monitor the implementation of the Heritage based philosophy in he context of Education 5.0 programme.
9. Promote gender equality and equality in the acquisition of Human Capital in Tertiary Education institutions through staff engagements and enrolment of students.
10. Disseminate information about the role of ICTs in Open Distance Learning (ODL),teacher education, technical and vocational education in order to increase areas to education
11. Oversee the promotion of efficient, effective and inclusive management of Boring programs in tertiary education institutions
12. Monitor the recruitment and selection of students for entry into Tertiary institutions to ensue transparency and gender equality and equity.
13. Maintain linkages with industry and Development partners to create Public Private Partnerships for the benefit of the Tertiary institutions
14. Promote he establishment of Incubation hits in Tertiary Institutions in collaboration with stakeholders.
15. Promote HIV and Aids awareness and prevention in institutions.

Qualifications and Experience

QUALIFICATIONS, EXPERIENCE AM ATTRIBUTES
• Bachelors degree in Applied Sciences / Business Development and Management/ Vocational Technical Education/ Strategic Policy Planning or related equivalent qualification
• A Masters degree in he above mentioned field(s) is an added advantage.
• Should have a minimum of 4years' experience the Deputy Director or equivalent grade
Possess an in-depth knowledge of he tertiary education sector
• Possess research, technical and analytical skills
• Should have good communication skills
• Be prepared to travel widely within and outside the county.
• Should show ability to work under pressure with limited supervision
• Should have the ability to build trust and teamwork.
• Should be a good team leader.
