Job Description

The Public Service Commission is inviting applications to fill the vacant posts

Duties and Responsibilities

1. Oversee the development, implementation and maintenance of Information Technology policy and systems in the Ministry.
2. Oversee the identification of ICT user needs for the Ministry.
3. Formulate and/or review cross-cutting and Ministry specific ICT policies and procedures.
4. Oversee all ICT operations and evaluating them according to established Ministerial goals and national development aspirations.
5. Spearhead the design, implementation and maintenance of Disaster Recovery plans and policies and the formulation of Business Continuity Plan.
6. Manage the smooth running of all ICT systems, including anti-virus software, print services and email provision.
7. Contribute to the development of national ICT policies, ICT Legislation and Statutory Instruments and monitor for compliance with such within the Ministry.
8. Provide appropriate and timely ICT solutions and responses to Ministry's operational process challenges.
9. Manage the regular infrastructure audits and identify areas that need improvement as well as continuously upgrade hardware and software technologies in line with global trends.
10. Ensure the implementation of stringent quality standards in the provision of ICTs in the Ministry.
11. Establish close linkages with the Department of E-Government Technology in the Office of the President and Cabinet and the Ministry of Information Communication Technology and Courier Services.
12. Ensure the development and implementation of an ICT capacity development plan and program for the Ministry's human capital.

Qualifications and Experience

• A degree in any of the following areas: -
• Computer Engineering;
• Network Engineering;
• Computer Science;
• Business Management and Information Technology or
• Information System.
• Possession of a higher qualification in the above mentioned fields would be an added advantage.
• A minimum of one (1) year experience at Deputy Director Level or equivalent grade.
• Experiential knowledge of SAP BASIS or ORACLE DBA Developer would be considered.
• Good working knowledge of Information Governance, risk and its application within IT.
• A clear understanding of Government ICT modernisation agenda/policy.
• A thorough understating of ISO 2000 requirements for ICT governance advisory services.
• Knowledge of hardware, software and operating systems.
• Creative innovative.
• A smart and strategic thinker.
• Proactive.
• Ability to relate at highest level in the profession and beyond.
• Good leadership skills.
• An analytical team player.
• Good interpersonal skills.
• A character of high integrity.
