POST B: : DIRECTOR, HIGHER EDUCATION (UNVERSITIES) PROGRAMMES
GRADE F1
REPORTS TO CHIEF DIRECTOR, HUMAN CAPITAL PLANNING AND SKILLS DEVELOPMENT
MINSTRY HGHER AND TERTIARY EDUCATION, INNOVATION, SCIENCE AND TECHNOLOGY DEVELOPMENT

Duties and Responsibilities

DUTIES AND RESPONSIBLITIES
1. Formulate and review policies and strategies aimed at increasing development of specific skills in State universities that address critical skills shortages in the economy

2. Oversee the conduct of comparative studies to identify critical shortage skills areas and make policy interventions for informed dolls development in the country's Universities
3. Coordinate he country's higher education institutions (Unversities) for the production of graduates with critical innovation skills
4. Drive the forecasting and quantification of future skills needs for the country and come up with programmes and strategies to develop those skills in order to address the countrys development agenda
5. Facilitate tie efficient and effective management of State Universities through expected appointment of designated executive post holders and Councils.
6. Facilitate the recruitment of foreign staff in non - State Universities
7. Liase and consult the Zimbabwe Manpower Development Fund (ZIMDEF) for funding of manpower development Motives that addresses the shortage of critical skills
8. Monitor the quality of educaton delivery in all Unversities in conjunction with ZIMCHE
9. Actively participate in negotiations for operational funding for new and existing State Universities including conditions of service, and monitor utilization thereafter.
10. Superintend over the implementation of Higher Education Progammes and strategies that lead and contribute to the industrialization and modernization of the economy.

Qualifications and Experience

• Bachelor's degree in Applied Sciences / Business Administration and Management/ Technical Vocational Education/Strategic Policy Planning or related equivalent qualification.
• A Master's degree in he above mentioned field(s) is an added advantage.
• Should have a minimum of 4years' experience he Deputy Director or equivalent grade
• Possess an in-depth knowledge of the education sector particularly University education
• Possess research, technical and analytical skills.
• Should have good communication skits
• Be prepared to travel widely wain and outside the county.
• Should show ability to work under pressure with Wiled supervision.
• Should have the ability to build trust and teamwork.
• Should be a good team leader.
