Job Description

Deputy Program Manager

This position will support the Chief technical Advisor to implement all aspects of the AWF programme in the Simien Mountains. A key function will be to liaise and work closely with the Ethiopian Government on all necessary levels including, but not limited to, the Ethiopian Wildlife and Conservation Authority (EWCA), the Charities Agency as well as the National Steering Committee (NSC), the Project Coordination Unit (PCU) and Project Management Teams (PMT) established under the KfW funding program to ensure smooth and efficient implementation by AWF.

The candidate will report to the Chief Technical Advisor of the Project. The position is to be organized around the following tasks and programs:

Duties and Responsibilities

Work with AWF Chief Technical Advisor and Finance and Administration Officer to ensure full and effective implementation of the project for the SMNP funded by the German government
Ensure effective and timely reporting to the various committees established under the German Government funded project in the Simien Mountains NP
Work with the Finance and Administration Officer on the procurement of equipment and resources required by the project.
Assist EWCA in the day to day management of the SMNP funded activities under the project
Work with EWCA to implement a General Management Plan (GMP) for SMNP
Work with EWCA & SMNP Staff to develop an Annual Operational Plan and budget AOP.
In the implementation of the GMA and development of the AOP, emphasis should be put on the need to improve the coordination of the efforts between the park authorities and the neighboring communities for more effective security of the Protected Area.
Assist the Finance and Administration Officer in the preparation of financial reports, financial forecasts and monthly/annual sets of accounts.
In conjunction with Project staff, support the Chief Technical Advisor in writing monthly and bi-annual technical reports of the project for onward submission to EWCA and KfW.
Ensure full compliance with the Charities Agency
Liaise closely with the National Steering Committee (NSC), the Project Coordination Unit (PCU) and Project Management Teams (PMT) and represent AWF on these committees and participate in EWCA’s Conservation Partners meetings when and where appropriate

Metrics

A clear and achievable Annual Work Plan with associated budget.
Strong Liaison with the Committees and consultants established under the German Government funded project for the SMNP
Strong Liaison with local and Regional Government bodies and agencies
Full compliance with the Ethiopian Charities Agency
Implementation of a General Management Plan for SMNP
Improved capacity of the EWCA Warden and his staff in the general management of SMNP and understanding of management programs
The basis for implementation of a more solid well-informed management and protection strategy is laid out.

Qualifications and Experience

Requirements

Masters degree in Natural resource management /Environmental conservation or related field.
At least 10 years’ experience working in or with the Government of Ethiopia
At least 5 years of experience in “on the ground” wildlife management.
Experience of collaborating with governmental conservation institutions, with military structures and with private sector involved in conservation/PA-management NGOs
Experience in working with the Ethiopian Charities Agency
English speaking & Amharic
Experience in working with local government authorities including local communities
Team player
Excellent oral communication skills
