Job Description

Public Service Commission Is Looking For A Deputy Director, Urban Housing

Duties and Responsibilities

1. Recommend the review of policies, strategies, projects and programmes being implemented by the Ministry to the Director.
2. Develop and manage effective monitoring and evaluation tools and systems for the Ministry.
3. Spearhead the monitoring and evaluation of Ministry projects and programmes and analyse their impact based on the intended objectives.
4. Manage the development and maintenance of an updated electronic database of all programmes and projects being implemented in the Ministry.
5. Co-ordinate the establishment and implementation of an effective monitoring and evaluation system for the Ministry.
6. Coordinate the conduct of market research into factors likely to impact on the Ministry's achievement of strategic goals and recommend remedial action.
7. Develop and evaluate quantitative and qualitative research methods to be used in projects and programmes appraisal within the Ministry.
8. Coordinate the analysis of reports from the various Ministry Departments, Provinces and Districts and produce reports.

Qualifications and Experience

• A degree in Rural & Urban Planning, Housing and Estates Management, Estate Management or equivalent.
• A Masters degree in the above mentioned field(s) is an added advantage.
• Should have served at least two (2) years in the Principal Housing Officer grade or at least 6 years' experience in the housing development sector
• Professional membership of any relevant body is an added advantage
• Strong communication skills, both oral and written.
• A thorough understanding of Acts and regulations governing housing development.
• A thorough understanding of national development priorities such as Devolution, National Development Strategy and Vision 2030.
• Ability to provide support in multiple concurrent projects.
• Ability to plan, schedule, track and monitor multiple project progress.
• Highly flexible and quick to adapt to changing technologies and priorities.
• Good interpersonal skills
• Excellent report writing skills
