Job Description

The Public Service Commission is inviting applications to fill the vacant posts

Duties and Responsibilities

1. Participate in the the review and alignment of the strategic purpose of the Ministry with national development imperatives and (Vision 2020, Devolution).
2. Facilitate the preparation of the Ministry's Strategic Plan.
3. Monitor the implementation of the Ministry's Strategic Plan by the various Departments and evaluate support that may be required.
4. Supervise the analysis of reports from the various Ministry Departments and produce reports.
5. Manage the evaluation of the Ministry projects and programmes;
6. Conduct market research; provide current data on changes taking place in the environment with specific attention to the economic, political and technological trends in the environment.
7. Coordinate the development and maintenance of an updated database of all programmes and projects in the Ministry;
8. Provide technical advice in the development of aligned and integrated Departmental plans;
9. Design and develop an appropriate monitoring and evaluation (M&E) system in the Ministry.
10. Develop and evaluate quantitative and qualitative research within the Department;
11. Design and manage the programmes that support the Ministry's strategic purpose and intents.

Qualifications and Experience

• A degree in Strategic Management/Planning, Monitoring and Evaluation, Economics, Business Administration and Project Management.
• A Masters degree in the above fields is an added advantage.
• At least two years in the Principal Officer grade or equivalent.
• Extensive planning, organization, analytical, and project management abilities.
• Extensive experience of evidence based strategic policy development
• A high level understanding of the Ministry's policies.
• A thorough understanding of National Development policies, priorities and goals.
• A good understanding of Ministerial functions and Government operations.
• A high level understanding of the Public Service Regulations;
• Well-developed communication and analytical skills.
• Team building skills.
• Ability to work under pressure.
• Management and supervisory skills.
• Computer literacy.
