The Public Service Commission is inviting applications to fill the vacant posts of Director — National Water Sanitation and Hygiene; Director -Water Resources Planning and Development; Director, Water Resources Management and Deputy Director — Land Information Management System (Lims); as detailed below:

JOB TITLE DEPUTY DIRECTOR — LAND INFORMATION MANAGEMENT SYSTEM (LIMS)

GRADE : E5

REPORTS TO : DIRECTOR, LAND MANAGEMENT & ADMINISTRATION

MINISTRY : LANDS, AGRICULTURE, WATER & RURAL RESETTLEMENT

DEPARTMENT : LAND MANAGEMENT & ADMINISTRATION

STATION : HEAD OFFICE

Duties and Responsibilities

Develop and establish a comprehensive and reliable central repositioning for Land Information Management in the Ministry;
Guide the land reform process through the provision of information on land acquisition and resettlement across all Provinces.
Manage the collection and collation of information on land from various stakeholders including Provincial Land Officers for digital storage.
Facilitate information exchange with other government Ministries and Departments.
Supervise and monitor the capturing, analysis and management of data in the Land Information Management System.
Facilitate the provision of electronic service to beneficiaries and other stakeholders.
Liaise with various Development Partners and other Government Departments/ stakeholders on the Land Information Management System

Qualifications and Experience

• A degree in Earth Sciences, Land Management and Natural Resources or equivalent
• Ideal candidate should have worked with land related management systems for at eight years and at least two years should be at Principal Officer Level.
• A Post Graduate qualification in land or Geographic Information Systems/Remote Sensing, LIS/GIS or any other related qualification will be an added advantage.
• Should have a working knowledge of Geographic Information Systems Software.
• Ability to work under pressure.
• Good analytical skills
• A high degree of maturity, self-discipline, initiative and creativity.
• Knowledge of Public Service Regulations and Procedures.
• Ability to communicate at all levels.
• Must be highly assertive
