Job Description

The new NSSA conducts its business in an honest accountable, and transparent manner and we seek to recruit like-minded individuals in the following areas:
Reporting to the Director - Contributions & Compliance, the successful candidate will provide support that ensures that the Division achieves its business objectives of ensuring viability of all Social Security Schemes through the enforcement of compliance with NSSA statutes, timeous registration of contributors and employers, effective collection of contributions and premiums, creation and maintenance of accurate member data and efficient service delivery throughout the Provinces.

Duties and Responsibilities

Key Outputs:
• Assist the Director Contributions & Compliance with strategic planning and coordination of the Division's programs, projects, and policy positions.
• Develop and implement rigorous contribution, collection, compliance and enforcement processes to ensure
• schemes sustainability and reduce unfunded benefits. Ensure that accurate and up to date member and employer data including accounting for members monthly contribution data is kept on a data base that allows for risk free benefits
• award, accurate financial budgeting and ultimately, attainment of the Authority's mandate to provide social security coverage and liveable pensions to members.
• Improve efficiency by automating work processes of the Division and various data management processes.
• Identify and address the challenges of good governance and management and promote effectiveness and efficiency by aligning to the ISSA Guidelines on Contribution Collection and Compliance.
• Develop tools and administrative mechanisms for ensuring compliance of employer and employee obligations and guaranteeing enforcement of legal provisions.
• Implement systematic data exchange with other institutions in compliance with the Authorities data governance framework. Implement specific information dissemination campaigns
• to generate awareness of scheme changes and specific information about members' responsibilities.
• Formulate and execute both Contributions and Premiums Budgets and Provincial operations operational budgets in line with the Authority's strategic plan and objectives
• Initiate continuous amendments and improvements to enabling legislation to strengthen compliance.
• Develop risk mitigation measures to address the Division's key risks and monitor their effectiveness.

Qualifications and Experience

Qualifying Requirements
• A Degree in Law, Social Security, Business Management Finance or equivalent. A relevant Master's degree from a reputable tertiary institution. A minimum of 7 years' progressive experience in Debt Management Compliance and enforcement of which 3 should be at management level.
